Considers that the Black Sea countries should be taking more substantial action in the area of scientific and technological research by giving greater priority to a development model founded on a knowledge-based economy, thus encouraging steadier and more sustainable economic growth; calls on the EU and the Black Sea countries to step up their cooperation in the fields of education, science and technology, research and innovation, on the basis of existing partnerships;
