2. Without prejudice to paragraph 1, this Regulation shall not affect the continuation or modification, including the total or partial termination, of the actions concerned, until their closure, or until the award of financial assistance by the Commission or funding bodies under Decision No 1982/2006/EC or any other legislation applying to that assistance on 31 December 2013, which shall continue to apply to the actions concerned until their closure.
2. Sans préjudice du paragraphe 1, le présent règlement n'affecte pas la poursuite ou la modification, y compris la suppression totale ou partielle, des actions concernées jusqu'à leur achèvement, ou jusqu'à l'octroi d'une aide financière par la Commission ou par des organismes de financement au titre de la décision no 1982/2006/CE ou de tout autre acte législatif régissant ladite aide au 31 décembre 2013, qui continuent de s'appliquer aux actions concernées jusqu'à leur achèvement.

This Regulation shall not affect the continuation or modification, including the total or partial cancellation, of the projects concerned, until their closure, or of financial assistance awarded by the Commission pursuant to Regulations (EC) No 680/2007 and (EC) No 67/2010, or any other law applying to that assistance on 31 December 2013, which shall continue to apply to the actions concerned until their closure.

– completing assessments of the structural and fire safety of all active export-orientated garment factories, as well as improving the public database of inspections, compliance with corrective actions plans and the closure of unsafe factories;
– la réalisation, pour l'ensemble des usines de prêt-à-porter orientées vers l'exportation, d'évaluations portant sur la sécurité en termes d'intégrité structurelle et de protection contre l'incendie, conjuguée à une amélioration du fichier public centralisant les rapports d'inspection, au respect des plans de mesures correctives et à la fermeture des usines dangereuses;

5. Recalls its resolutions highlighting human rights abuses at the Guantánamo Bay detention centre and urges the EU institutions and Member States to continue their actions aimed at the closure of that detention centre on the grounds that its very existence continues to send out a negative signal as to how the fight against terrorism should be pursued; therefore calls on the Council and the Commission to promote an international initiative whereby the United States government would agree in accordance with international law that detainees would be either given a fair trial, or released, offered refugee status and found safe havens, which could be in the US or elsewhere, so as to avoid their being repatriated to countries where they would face a real risk of torture or persecution;
5. rappelle ses résolutions soulignant les violations des droits de l'homme au centre de détention de Guantánamo Bay et exhorte les institutions de l'Union européenne et les États membres à poursuivre leur action visant à la fermeture de celui-ci du fait que son existence même continue d'envoyer un signal négatif sur la façon dont la lutte contre le terrorisme devrait être menée; demande par conséquent au Conseil et à la Commission d'encourager une initiative internationale par laquelle le gouvernement des États-Unis accepterait, conformément au droit international, que les prisonniers soient équitablement jugés ou soient relâchés avec le statut de réfugié, et accueillis dans un lieu sûr, qui pourrait être aux États-Unis ou ailleurs, afin d'éviter qu'ils soient rapatriés dans des pays où ils courraient un risque réel d'être torturés ou persécutés;

In view of the possible relocation of this enterprise and in the light of the support strategy for European industry and Parliament's report on relocations in the regional context, which stresses the need for a European strategy to combat relocations and the need to penalise rogue companies, does the Commission intend to take any action to stop the closure of Delphi and support the preservation of industrial activity and employment in the area?
Face à une éventuelle délocalisation de cette entreprise et compte tenu de la stratégie de soutien à l’industrie européenne et du rapport du Parlement européen sur «les délocalisations dans le contexte du développement régional» - lequel souligne la nécessité de mettre en place une stratégie européenne de lutte contre les délocalisations et d’imposer des sanctions aux entreprises qui contreviendraient aux règles en vigueur en la matière -, la Commission compte-t-elle prendre des mesures afin d’empêcher la fermeture du site andalou de Delphi et de soutenir ainsi l’activité industrielle et l’emploi dans cette zone?
