Chief Evans, the former Grand Chief of the Assembly of Manitoba Chiefs, told the committee that Chief Nepinak could not oppose Bill C-9 on behalf of the Assembly of Manitoba Chiefs because a resolution to that effect has not been passed by the Assembly of Manitoba Chiefs.
