The Commissioner of the Northwest Territories assented to Bill 7, An Act to amend the Judicature Act, on November 6 this year.

This bill, entitled “an act to amend the Investment Canada Act (enhanced ministerial oversight)”, would, among other things, require the Minister of Industry to consult with representatives of industry and labour, provincial and local authorities and other interested persons in exercising their powers under the Investment Canada Act; lower the threshold for ministerial review to $100 million; invite submissions from interested parties; require sureties from non-Canadian investors; broaden the minister's consideration when evaluating net benefits; eliminate the prohibition against communication of information related to the investment; and extend the timetable for review from 45 to 90 days.
Ce projet de loi, qui s'intitule « Loi modifiant la Loi sur Investissement Canada (surveillance ministérielle accrue) », obligerait, entre autres, le ministre de l’Industrie, dans l’exercice des attributions que lui confère cette loi, à tenir des consultations avec les représentants de l’industrie et du monde du travail, les autorités provinciales et locales et autres personnes intéressées; à réduire à 100 millions de dollars le seuil entraînant l’examen par le ministre; à inviter les parties intéressées à faire part de leurs observations; à exiger des cautions des investisseurs non canadiens; à élargir la portée de l'examen que fait le ministre lors de l'évaluation des avantages nets; à supprimer l’interdiction de communiquer des renseignements relatifs à l’investissement; et à porter de 45 à 90 jours le délai dont dispose le ministre pour effectuer l’examen.
