11. Urges the Commission and the Member States to ensure that future rural development programmes provide for appropriate measures and sufficient resources to facilitate good governance and sustainable forms of territorial governance by drawing on and strengthening the measures based on collective operations: measures concerning cooperation (including on systems of sustainable production), coordination, exchanges, networks, innovation, training, producer groups, promotion, information and investment, provided for in the new rural development regulations; calls on Local Action Groups (LAGs) under the LEADER+ programme to provide the support necessary to set up cooperation networks linking local and regional producers, service providers, and cultural institutions such as universities, libraries, and research centres, so as to enable the cultural and historical aspects of territories to be encapsulated in regional brands serving to forge lasting links between training, research, and production, thereby also creating sustainable jobs;
11. recommande à la Commission et aux États membres de veiller à ce que les prochains programmes de développement rural prévoient des mesures et des moyens appropriés pour faciliter une bonne gouvernance et des formes durables de gouvernance territoriales en mobilisant et en renforçant les mesures basées sur des fonctionnements collectifs: mesures de coopération (y compris sur des systèmes de production durable), d'animation, d'échanges, de réseaux, d'innovation, de formation, de groupements de producteurs, de promotion, d'information et d'investissement prévues dans les nouveaux règlements sur le développement rural; invite les Groupes d'Action Locale (GAL) au titre du programme LEADER + à fournir l'appui nécessaire pour mettre en place des réseaux de coopération liant les producteurs locaux et régionaux, les fournisseurs de services et des institutions culturelles telles que les universités, bibliothèques et centres de recherche, afin de permettre que les aspects culturels et historiques des territoires soient pris en compte dans des marques régionales servant à tisser des liens durables entre la formation, de recherche et la production, créant ainsi des emplois durables;
