Belgium wishes to make clear that, in accordance with its constitutional law, not only the Chamber of Representatives and Senate of the Federal Parliament but also the parliamentary assemblies of the Communities and the Regions act, in terms of the competences exercised by the Union, as components of the national parliamentary system or chambers of the national Parliament.

The value of the European Constitution is that it removes the ambiguities; it is the first document to define what the European Union is, as a Union of States and citizens, and does not weaken the Member States, far from it, because the Union’s competences are competences that come from the Member States, and it does not weaken national Constitutions, quite the contrary: it strengthens them, because the strength of the European Constitution stems from the strength of the national Constitutions.

The report on the draft Treaty establishing a European Constitution welcomes the prospect of a new constitutional order, binding on the Member States, based on supranational decision-making procedures and, for the first time, the enshrinement in the Treaty of the superiority of Community law over the national constitutions and laws.
