This relates to regional development, particularly in rural areas, smaller communities, which is a real challenge. It is certainly a challenge in my region of Atlantic Canada where the Atlantic Canada Opportunities Agency, ACOA, plays an important role.

(Return tabled) Question No. 27 Mr. Todd Russell: With respect to tax treatments offered to the fishermen from Atlantic Canada and Quebec: (a) were the fishermen who accepted the Atlantic Fisheries Groundfish Retirement Package and who permanently gave up their fishing licences in the years 1999 and 2000 advised in writing by the Department of Fisheries and Oceans to report, at the time of filing their income tax, that the retirement lump-sum payment was to be counted as revenue from a capital gain and, if so, (i) why, (ii) why did the Department of Fisheries and Oceans issue this advice, (iii) how many fishermen did the Department of Fisheries and Oceans give that advice to; (b) why did Revenue Canada or the Canada Customs and Revenue Agency agree to give certain other fishermen a different tax treatment than the one outlined above, for the same retirement years; (c) how many fishermen received that different tax treatment; (d) why did the Minister of National Revenue and the Federal Minister of Fisheries advise these former fishermen (or their survivors in the case of deceased former fishermen) to appeal to the Regional Director of Taxation in St. John’s for a review; (e) has the Regional Director of Taxation informed the affected individuals that he will not accept their appeals and, if so, why; and (f) did Revenue Canada or the Canada Customs and Revenue Agency reach an out-of-court settlement in 2007 with a certain number of fishermen who had appealed their tax treatment and, if so, (i) why, (ii) why were the fishermen involved in that out-of-court settlement required to sign a secrecy or non-disclosure document, (iii) how many fishermen were involved in that out-of-court settlement?

Secondly, the Atlantic links the EU Member States and regions bordering the Atlantic with transatlantic partners such as Canada and the US and with other neighbouring countries such as Norway and Iceland.

– I voted for this report on the EU strategy for the Atlantic region which is of the opinion that this strategy should be set within the cohesion policy objective of territorial cooperation (Objective 3), and be based on an integrated, cross-domain and territorial approach, aiming at better coordinating policies between the various levels of governance on a given territory, with a focus on relevant issues, and is convinced that European territorial cooperation can contribute widely to the intensification of the integration process within the Atlantic region through a greater participation by civil society in the decision-making process and the implementation of concrete actions.
– (EN) J’ai voté pour le rapport sur la stratégie de l’Union pour la région atlantique. Ce rapport estime que cette stratégie devrait être intégrée à l’objectif de la politique de cohésion portant sur la coopération territoriale (objectif 3) et reposer sur une approche intégrée, transversale et territoriale visant à mieux coordonner les politiques entre les divers niveaux de gouvernance d’un territoire, tout en mettant l’accent sur les questions pertinentes, et que la coopération territoriale européenne peut contribuer grandement à l’intensification du processus d’intégration, au sein de la région atlantique, par une plus forte participation de la société civile à la prise de décision et à la mise en œuvre d’actions concrètes.

We continue to find that this partnership approach is the best way to advance our own mission objectives: to improve the growth and competitiveness of Atlantic small and medium-sized enterprises, leading to increased productivity, earned incomes, and job creation; to stimulate economic opportunities for rural Atlantic Canada through community economic development; and to generate greater economic activity in Atlantic Canada through national policies sensitive to the needs of the region (1010) Within this framework of objectives our primary focus is on small and medium-sized businesses, which continue to generate most of the new jobs in the region.

For a number of years, as a member of the delegation for relations with Canada, I have been able to observe the operation of one of the regional organisations, NAFO (Northwest Atlantic Fisheries Organisation), whose members are the countries of that region, including Canada, as well as all the countries that use traditional fishing zones in the region, including France, Spain and some other European countries.

In the Pacific region, Atlantic Salmon Watch (ASW) – a joint federal-provincial program initiated in 1991 – is the only dedicated program that monitors and documents reported sightings of Atlantic salmon.
