Reaffirms its concern over the situation of the detainees on Guantanamo; condemns the US plans to hold terrorism suspects indefinitely without trial, replacing Guantanamo Bay prison camp with permanent prisons on the island; calls on the Council and Commission to address, during their consultations with the Bush administration, the situation on Guantanamo and in the US-administered detention facilities in Afghanistan and Iraq;
