Such a move had become necessary due to the fact that the binding annual recommendations by the IBSFC (International Baltic Sea Fisheries Commission), which involve, among other things, certain technical measures, had in recent years not been implemented by the Commission in the form of amendments to Council Regulation No 88/98 laying down technical measures for the Baltic Sea, but within the framework of the annual TAC and quota Regulations.
Un tel regroupement était devenu indispensable car les recommandations annuelles de la commission internationale des pêches de la mer Baltique (CIPMB), que la Communauté est tenue de mettre en œuvre et qui comportent, entre autres, certaines mesures techniques, ont été ces dernières années mises en œuvre par la Commission dans le cadre des règlements annuels sur les TAC et quotas, et non par les modifications du règlement (CE) n° 88/98 du Conseil fixant certaines mesures techniques de conservation des ressources halieutiques dans les eaux de la mer Baltique.
