In 1994, the Government of Canada released a document entitled Canada and the Uruguay Round—Information Kit, a report to Canadians on the results of these multilateral negotiations and why Canada was signing on.

In order to comply with the new provisions of the Uruguay Round, which gave rise to the World Trade Organization, Canada decided to transform its farm product quotas into tariff quotas, thus complying with the provisions of the Uruguay Round.

In this framework of the accomplishment of the comprehensive programme for the EU industry decided by the Industry Council on 22 April 1994, - Uruguay Round results should be implemented with a focus on the effective improvement of market access in third countries and on a balanced integration of sector into the WTO system, taking particularly into account the employment situation in the EU. - Member States' and the Community's industrial policy measures in the fields of exports to third countries, industrial cooperation, training for exports and fight against fraud should be particularly reinforced, taking advantage of new information technologies. - the strategies and adaptation measures applied by the enterprises in EU regions most affected by Uruguay Round results and other relevant factors should continue to be accompanied as far as necessary.
Dans le cadre de la réalisation du programme global en faveur de l'industrie de l'Union européenne arrêté par le Conseil "industrie" du 22 avril 1994, - lors de la mise en oeuvre des résultats de l'Uruguay Round, il convient de veiller tout particulièrement à assurer une amélioration réelle de l'accès aux marchés des pays tiers et à une intégration équilibrée du secteur dans le système de l'OMC, compte tenu notamment de la situation de l'emploi dans l'Union européenne; - il importe de renforcer particulièrement les mesures de politique industrielle des Etats membres et de la Communauté concernant les exportations à destination des pays tiers, la coopération industrielle, la formation en vue de l'exportation et la lutte contre la fraude en recourant aux nouvelles technologies de l'information; - les stratégies et les mesures d'adaptation appliquées par les entreprises des régions européennes les plus touchées par les résultats de l'Uruguay Round et par les autres facteurs d'influence doivent, en cas de nécessité, continuer à faire l'objet de mesures d'accompagnement.

The following statement was issued by Mr. Frans Andriessen, Vice- President of the European Commission responsible for External Relations and Trade Policy after the conclusion of the informal Ministerial meeting of the Uruguay round held in Tokyo 16/17 November : "The Commission is very satisfied with the discussions which have just concluded because they were more centered on what can be done together in order to reach a positive conclusion of the Uruguay round than on what divides the different delegations.
M. Frans Andriessen, vice-président de la Commission de la Communauté européenne, responsable des relations extérieures et de la politique commerciale, a fait la déclaration suivante après la conclusion de la réunion ministérielle informelle de l'Uruguay Round qui a eu lieu à Tokyo les 16 et 17 novembre : La Commission est très satisfaite des discussions qui viennent de se terminer car elles ont porté davantage sur ce qui peut être fait ensemble pour parvenir à une conclusion positive de l'Uruguay Round que sur ce qui sépare les différentes délégations.

CANADA: NEGOTIATIONS PURSUANT TO ARTICLE XXIV. 6 OF GATT In the context of the negotiations under way with the WTO members concerned to settle the cases in which application of the CCT by the new Member States leads to modification or withdrawal of the tariff concessions previously granted to them, the Council examined the Commission proposal to accelerate the reduction in customs duty to 0% (a reduction which was already planned in the Uruguay Round) for newsprint, a product which particularly concerns Canada.
CANADA: NEGOCIATIONS AU TITRE DE L'ARTICLE XXIV. 6 DU GATT Dans le contexte des négociations en cours avec les membres intéressés de l'OMC afin de régler les cas dans lesquels l'application du TDC par les nouveaux Etats membres entraîne une modification ou un retrait des concessions tarifaires qui leur étaient accordées antérieurement, le Conseil a procédé à un examen de la proposition de la Commission visant à accélérer la réduction des droits de douane à 0% sur le papier journal, produit qui intéresse particulièrement le Canada, réduction déjà prévue par l'Uruguay Round.
