The substantial gap between appropriations for commitment and payment, coupled with a large amount of underspending at the start of the current programming period, has caused a build-up of the equivalent of 2 years and 3 months’ worth of unused commitments (€217 billion at the end of 2012).

In accordance with point 18 of the Interinstitutional Agreement on budgetary discipline and sound financial management, the Council and the European Parliament recall the need to ensure, in the light of implementation, an orderly progression of the total appropriations for payments in relation to the appropriations for commitments, so as to avoid any abnormal evolution of outstanding commitments ("RAL").
Conformément au point 18 de l'accord interinstitutionnel sur la discipline budgétaire et la bonne gestion financière, le Parlement européen et le Conseil rappellent la nécessité d'assurer, compte tenu des conditions d'exécution, une évolution ordonnée des crédits de paiement totaux par rapport aux crédits d'engagement, afin d'éviter toute évolution anormale des engagements restant à liquider (RAL).

As a general rule, appropriations for payments are lower than appropriations for commitments, because the EU budget is growing and some projects do not materialise.

The level of payment appropriations entered in the budget must be sufficient, taking into account past uptake and the genuine possibilities for future uptake of appropriations, while endeavouring to maintain a strict relationship between appropriations for commitments and appropriations for payments.
Les crédits de paiement doivent être inscrits dans le budget à un niveau suffisant et qui tient compte de l'exécution passée et des possibilités réelles d'exécution des crédits, en s'attachant à assurer une relation stricte entre crédits pour engagements et crédits pour paiements.
