- The setting up, for each of the topics chosen, of "Steering committees" made up of representatives of the national authorities and "Working parties" consisting of experts appointed by the Member States, with action on each topic being led by one of the participating countries.

1. The Joint Monitoring Committee shall comprise representatives appointed by each participating country to take all decisions concerning the joint operational programme within the competence of the committee.

1. The participating countries shall set up a joint monitoring committee for each cross-border programme within three months from the date of the notification to the participating countries of the decision approving the cross-border programme.

2. Each joint monitoring committee shall draw up its rules of procedures in compliance with a joint monitoring committee mandate set out by the Commission and within the institutional, legal and financing framework of the participating countries concerned, in order to exercise its mission in accordance with the present Regulation.
2. Chaque comité mixte de suivi élabore son règlement intérieur dans le respect d'un mandat établi par la Commission et dans le cadre institutionnel, juridique et financier des pays participants concernés, en vue d'exercer sa mission conformément au présent règlement.

Each joint monitoring committee shall draw up its rules of procedure within the institutional, legal and financial framework of the participating countries and in compliance with a joint monitoring committee mandate set out by the Commission, in order to exercise its missions in accordance with the present Regulation.
2. Chaque comité mixte de suivi élabore son règlement intérieur, dans le cadre institutionnel, juridique et financier des pays participants et dans le respect d'un mandat établi par la Commission, afin d'exercer ses fonctions conformément au présent règlement.
