I feel the strong emotion because, in 1974 and 1976, 36 and 34 years ago, the World Confederation of Labour and the Latin-American Confederation of Workers, or the Central Latinoamericana de Trabajadores (CLAT), asked me to spend several months in Colombia to help to establish agricultural and food cooperatives.

The Commission will prioritise the creation of a common higher education area and undertakes to ensure that Latin American teachers and students are invited to visit European universities.

This text was condemned not only by the United Nations High Commissioner for Human Rights, Amnesty International, the International Human Rights Federation, the European Trade Union Confederation, the Commission of the Bishops’ Conferences of the European Community and the fledgling Latin American democracies but also by eminent figures who are least likely to be suspected of excessive severity towards the European Union, such as Jacques Delors.

As a follow-up of the Guadalajara Summit (2004), the Commission intends to prioritise the building of the EU-LAC common EU-Latin America/Caribbean area of higher education. The aim is to ensure that more than 4000 Latin American teachers and students are invited to visit European universities for the 2007-2013 period.

Applauds the Commission's proposal that an "EU-LAC common area of higher education" be established as a matter of priority, but regards as insufficiently ambitious the aim of welcoming no more than about 4 000 Latin American students and teachers to European universities in the period from 2007 to 2013; maintains that, to produce a real impact on the cultural and political mores of such a vast region, the above figure should be at least trebled; stresses that special attention must also be paid to basic education, in order to meet the needs of the poorest sectors of Latin American society;

Other decisions might cover temporary immigration policies, the introduction of a special short-stay travel visa for entrepreneurs, university teachers, researchers, students, journalists, and trade unionists involved in the Euro-Latin American partnership, the use of immigration to foster development in countries of origin (assistance for immigrants’ projects in their countries of origin etc.), and clearly defined integration policies in host countries for legally resident immigrants.
D’autres décisions éventuelles pourront porter sur la définition de politiques d’immigration temporaires, la création d’un visa de circulation spécifique aux hommes et femmes entrepreneurs, universitaires, chercheurs, étudiants, journalistes et syndicalistes qui participent à l’association euro-latino-américaine, la mobilisation de l’immigration au service du développement du pays d’origine (pour contribuer aux projets des immigrants dans leur pays d’origine, etc.), ainsi que la mise en œuvre d’une politique d’intégration clairement définie dans les pays d’accueil pour les immigrants installés légalement.

Even today the bill is gathering a lot of support across the country from groups like MOSAIC in Vancouver, Storefront Orientation Services, Falun Gong members, the B.C. Latin American Congress, the Inland Refugee Society of B.C., members of the Fijian community, the Iranian-Canadian Community of Western Canada, the Vancouver Association of Chinese Canadians, and well known writers like Lydia Kwa and Sook Kong, a writer, a poet and a teacher.
