− (FR) Madam President, Mr Piebalgs, Mr Dimas, ladies and gentlemen, firstly I would like to thank you for holding this debate, which was fundamental for those of us who are participating at the same time in the Poznań Conference and the European Environment Council, and who, next Monday, will be at the Energy Council, and then at the European Council on 11-12 December.
− Madame la Présidente, Messieurs les Commissaires, Mesdames et Messieurs, je voudrais d’abord vous remercier d’avoir organisé ce débat, qui était absolument nécessaire pour nous qui, en même temps, à la même heure, sommes à Poznań et au Conseil européen de l’environnement, et lundi prochain au Conseil énergie, avant le Conseil des chefs d’État et de gouvernement du 11 et du 12.

(4) Emissions from shipping due to the combustion of marine fuels with high sulphur content contribute to air pollution in the form of sulphur dioxide and particulate matter. This damages the environment through acidification and harms human health, property and cultural heritage, particularly around coastal areas and in ports.

(1) The general approach and strategy of the Fifth Environmental Action Programme was approved by the Resolution of 1 February 1993 of the Council and the Representatives of the Governments of the Member States meeting within the Council on a Community programme of policy and action in relation to the environment and sustainable development(5) and it sets as objectives that critical loads and levels for acidification in the Community are not to be exceeded.

(7) At present it is not technically feasible to meet the long-term objectives of eliminating the adverse effects of acidification and reducing exposure to ground-level ozone of man and the environment to the guideline values established by the WHO.

The aim of this Directive is to limit emissions of acidifying and eutrophying pollutants and ozone precursors in order to improve the protection in the Community of the environment and human health against risks of adverse effects from acidification, soil eutrophication and ground-level ozone and to move towards the long-term objectives of not exceeding critical levels and loads and of effective protection of all people against recognised health risks from air pollution by establishing national emission ceilings, taking the years 2010 and 2020 as benchmarks, and by means of successive reviews as set out in Articles 4 and 10.
La présente directive vise à limiter les émissions des polluants acidifiants et eutrophisants et des précurseurs de l'ozone afin d'améliorer dans la Communauté la protection de l'environnement et de la santé humaine contre les risques d'effets nuisibles provoqués par l'acidification, l'eutrophisation des sols et l'ozone au sol, et de se rapprocher de l'objectif à long terme consistant à ne pas dépasser les niveaux et charges critiques et à protéger efficacement tous les individus contre les risques connus pour la santé dus à la pollution de l'air en fixant des plafonds nationaux d'émission avec pour référence les années 2010 et 2020 et en procédant à des révisions successives comme prévu aux articles 4 et 10.
