Urges the Member States to comply strictly with the obligations set out in Council Common Position 2008/944/CFSP defining common rules governing control of exports of military technology and equipment, and to make sure they rigorously assess all licence applications against all the eight criteria as required; calls on the Member States and the EU to act in international forums in favour of greater transparency in international defence procurement markets, in order to increase the controllability of global trade flows in armaments, in particular by promoting the Arms Trade Treaty; calls on the Member States to ratify the Treaty expeditiously so that it can enter into force, following the consent of Parliament;

Notes that the Parliament is bound by the Treaty to work from three working places and that this means added costs; notes also that a change to this situation is not in the hands of the Parliament but of the Member States; urges, therefore, the Member States to revise the issue of Parliament's seat and working places in the next revision of the Treaty by amending Protocol No 6;

Furthermore, national taxation powers must be exercised within the bounds of the Treaty and therefore cannot constitute prohibited State aid or a prohibited restriction on free movement. However, it is not the Council but rather the European Commission and the courts which establish whether or not national tax measures are consistent with Community law.

Ratification, the Library of Parliament says, quoting the Vienna Convention on Treaties, is the consent of the " state to be bound and the state commits itself politically and morally to take the necessary measures to eventually implement the agreement on its territory" .
