The Union has acceded to the following instruments, establishing regional organisations, whose activities are also covered by the Agency’s objectives: the Convention on the Protection of the Marine Environment of the Baltic Sea Area (Helsinki Convention as revised in 1992) (10); the Convention for the Protection of the Mediterranean Sea against Pollution (Barcelona Convention) (11), and its 1995 revision (12) and to a number of protocols thereto; the Agreement for cooperation in dealing with pollution of the North Sea by oil and other harmful substances (Bonn Agreement) (13); the Convention for the protection of the marine environment of the North-East Atlantic (OSPAR Convention) (14); the Cooperation Agreement for the protection of the coasts and waters of the north-east Atlantic against pollution, signed on 17 October 1990 (Lisbon Agreement) (15), with the Additional Protocol thereto, signed on 20 May 2008, which have not yet entered into force (16).

The provisions of the Convention of 26 July 1995 on the establishment of a European Police Office (hereinafter referred to as the ‘Europol Convention’) concerning data protection apply to the processing of SIS II data by Europol, including the powers of the Joint Supervisory Body, set up under the Europol Convention, to monitor the activities of Europol and liability for any unlawful processing of personal data by Europol.

December 1966, the UN Guidelines for the Regulation of Computerized Personal Data Files (UN General Assembly Resolution 45/95 of 14 December 1990), the Organisation for Economic Co-operation and Development (OECD) Recommendation of the Council concerning guidelines governing the protection of privacy and trans-border flows of personal data, and the Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (ETS No. 108) and the Additional Protocol to that Convention (ETS No. 181), which are also open to adhesion for non-European States.

The entry into force of the new Convention repeals the April 1963 Agreement concerning the International Commission for the Protection of the Rhine against Pollution, the Additional Agreement of 1976 to the Agreement of April 1963 concerning the International Commission for the Protection of the Rhine against Pollution and the 1976 Convention for the protection of the Rhine against chemical pollution.
