In May 2009, the 6th Space Council emphasized "the need to mobilise existing innovation support mechanisms at European, national and regional level, and consider new support instruments to ensure cross-fertilisation of knowledge, innovation and ideas between space and non-space sectors, and between space industry and leading research organisations and universities".

Considering the strategic importance of the space industry, its dependence on public funding and the increasing global competition on the commercial market, the EU will draw up a space industrial policy to support the development of the sector, thereby fostering economic growth.

These horizontal policies that concern all industries are complemented by a number of specific policies for strategic sectors, including a Space Strategy to further build on Europe's strong and competitive space industry, a proposal for a European Defence Fund which will act as a catalyst for a competitive and innovative European defence industry, and a wide range of initiatives for clean, sustainable and competitive car industry (including the Europe on the Move initiative, actions to curb air pollution by cars and GEAR2030 action), and a Communication on steel to ensure Europe's steel industry can compete fairly in world markets.
Ces politiques horizontales qui concernent tous les secteurs de l'industrie sont complétées par un certain nombre de politiques spécifiques pour des secteurs stratégiques, notamment une stratégie spatiale afin de consolider une industrie spatiale européenne forte et compétitive, une proposition de Fonds européen de la défense qui agira comme un catalyseur pour une industrie européenne de la défense compétitive et innovante, et un large éventail d'initiatives pour mettre en place une industrie automobile propre, durable et compétitive (en particulier l'initiative L'Europe en mouvement, des mesures visant à réduire la pollution de l'air par les voitures et l'action GEAR2030), et une communication relative à la sidérurgie afin que le secteur sidérurgique européen puisse rester compétitive sur les marchés mondiaux.

Welcomes the Commission Communication of 28 February 2013 entitled EU Space Industrial Policy - Releasing the Potential for Economic Growth in the Space Sector (COM(2013)0108) as an important step towards the EU’s strategic independence in space technology; calls on the Commission and the Member States to increase their efforts to build capabilities guaranteeing autonomous access to space via European launchers and satellites; stresses the need to support efforts to strengthen European cooperation in the sector in order to overcome the high level of fragmentation, especially with regard to the institutional demand side; is convinced that only a more cost-efficient and consolidated European space industry can be internationally competitive; stresses that European space industrial policy must be further developed in coordination with the European Space Agency (ESA) to ensure complementarities;
1. se félicite de la communication de la Commission du 28 février 2013 intitulée "Politique industrielle spatiale de l'UE: libérer le potentiel de croissance économique dans le secteur spatial" (COM(2013)0108), qui représente une avancée importante vers l'indépendance stratégique de l'Union en matière de technologies spatiales; invite la Commission et les États membres à redoubler d'efforts pour consolider les capacités qui garantissent un accès autonome à l'espace grâce à des lanceurs et des satellites européens; souligne la nécessité de soutenir les efforts visant à renforcer la coopération européenne dans le secteur de manière à surmonter le degré élevé de fragmentation, en particulier au niveau de la demande institutionnelle; est convaincu que seule une industrie spatiale européenne plus rentable et consolidée peut être compétitive sur la scène internationale; insiste sur le fait que la politique industrielle spatiale européenne doit continuer à être élaborée en coopération avec l'Agence spatiale européenne (ASE) dans un souci de complémentarité;

They are very much items legitimately used in a broad variety of industrial sectors – the space industry, the telecommunications industry, aviation, the chemical industry and many others.

38. Stresses that satellite communication plays an important role within the European space industry, as orders from this sector provide continuous uses for spacecraft and launchers and thus contribute to the objective of independent access to space for the EU; draws attention, in this context, to the role of independent payload capacity which becomes available when launching commercial satellites (for ‘hosted payloads’) which can be used to try out new products and technologies in space and thus helps to reduce both the costs and the time required to be able to offer new services;

E. whereas the European space industry has a consolidated turnover of EUR 6,5 billion and employs over 34 500 highly skilled people, and whereas in this period of economic difficulty the importance of that industry as a sector with strong growth and innovation potential, and as a creator of jobs with high added value, should be brought to the fore;

Stresses the need, before deciding on new initiatives and EU budget contributions, to clarify first the EU’s level of ambition especially with regard to its strategic and geopolitical objectives; notes the fact that the communication does not define the relationship between EU space industrial policy and the Common Security and Defence Policy (CSDP); believes that EU space policy should be seen as an asset to the CSDP, providing a better synergy between civilian space means and military space means mirroring the CSDP’s own dual civilian and military role; calls on the Commission, the Member States and the VP/HR to define clearly the potential contribution of this sector to CSDP, the nature and degree of civil-military synergies, the role for such technologies in the effective deployment of humanitarian aid operations and for predicting migration flows and patterns following conflicts or natural disasters, and the relevance for CSDP missions and operations and other EU actions in the field of conflict prevention, arms control, the non-proliferation of weapons of mass destruction (WMD) technologies, counter-terrorism, migration and border control; calls on the Commission and the Member States to inform Parliament about plans to use the Copernicus programme and the public-regulated service of the Galileo programme in support of CSDP missions and operations;
2. souligne la nécessité de clarifier dans un premier temps le niveau d'ambition de l'Union, et notamment ses objectifs stratégiques et géopolitiques, avant de prendre de nouvelles initiatives et de déterminer les contributions du budget de l'Union; remarque que la communication ne définit pas la relation entre la politique industrielle spatiale de l'Union et la politique de sécurité et de défense commune (PSDC); est d'avis que la politique spatiale de l'Union devrait être considérée comme un complément à la PSDC permettant une meilleure synergie entre les ressources spatiales civiles et militaires, ce qui reflète justement le double rôle civil et militaire de la PSDC; appelle la Commission, les États membres et la haute représentante de l'Union et vice-présidente de la Commission à définir clairement la contribution potentielle de ce secteur à la PSDC, la nature et le degré des synergies entre le civil et le militaire, le rôle de ces technologies en ce qui concerne le déploiement efficace d'opérations d'aide humanitaire et la prédiction des flux et des schémas migratoires faisant suite à des conflits ou à des catastrophes naturelles, et leur pertinence pour les opérations et les missions de la PSDC et les autres actions de l'Union pour la prévention des conflits, le contrôle des armements, la non-prolifération des armes de destruction massive, la lutte contre le terrorisme, les migrations et le contrôle des frontières; invite la Commission et les États membres à informer le Parlement de leurs projets d'utiliser le programme Copernicus et le service public réglementé du programme Galileo en soutien des missions et des opérations de la PSDC;
