Emphasis will be put on prediction of climate, ecological, earth and ocean systems changes and on tools and technologies, for monitoring, prevention and mitigation of environmental pressures and risks including on human health, and for the sustainability of the natural and man-made environment.

With a view to regular monitoring of the Programme and to making any adjustments needed to its policy and funding priorities, the Commission shall draw up an initial qualitative and quantitative monitoring report covering the first year, followed by three reports covering consecutive two-year periods and shall send those reports to the European Parliament and the Council.

2. The Commission may carry out, at its initiative and in partnership with the Member State concerned, evaluations linked to the monitoring of operational programmes where the monitoring of programmes reveals a significant departure from the goals initially set.

The Member States' reports refer to monitoring and control methods varying in form (actual records, monitoring of daily programmes, collection of data from broadcasters, survey, sampling, simple estimation in some cases, etc.) and sometimes differing according to the means of transmission (e.g. monitoring of daily programmes for terrestrial channels and survey for cable).
Les rapports communiqués par les Etats membres font état de systèmes de contrôle et de surveillance ("monitoring") variables dans leur forme (relevé effectif, contrôle de la programmation quotidienne, collecte des données auprès des organismes de radiodiffusion, enquête, échantillonnage, voire simple estimation dans certains cas...) et parfois différents selon les modes de diffusion considérée (ex : contrôle de la programmation quotidienne sur les chaînes hertzienne terrestre et enquête sur le câble).
