Witness to this are not only the proposals of the Convention to streamline the CFSP and the EU’s external action more generally – and here I note in particular the proposal to let the proposed foreign minister speak on behalf of the Union in the Security Council whenever there is a common EU position – but also the European security strategy with its leading theme of effective multilateralism.
En témoignent les propositions de la Convention visant, plus généralement, à rationaliser la PESC et la politique extérieure de l’UE - je souligne surtout ici la proposition visant à permettre au ministre des affaires étrangères de parler au nom de l’Union au sein du Conseil de sécurité, chaque fois qu’il existe une position commune de l’UE-, mais aussi la stratégie de sécurité européenne et son thème principal, le multilatéralisme efficace.
