IN-CONTEXT TRANSLATIONS

Although the support made a significant contribution to promoting the circulation of literary works, thereby increasing access to non-national European literature, English and French are the predominant source languages (more than four in ten translations) and five languages account for over half of translations in terms of the target language (Italian, Hungarian, Slovene, Bulgarian and Greek) There is therefore an untapped potential in terms of promoting cultural diversity by increasing translations into some of the large European world languages, which can serve as pivot languages for further translations into other languages.
Bien que l’aide apportée ait contribué sensiblement à encourager la circulation des œuvres littéraires et, partant, à élargir l’accès à la littérature européenne non nationale, l’anglais et le français sont les principales langues sources (plus de quatre traductions sur dix) et cinq langues cibles se partagent plus de la moitié des traductions (italien, hongrois, slovène, bulgare et grec). Le potentiel existant n’est donc pas pleinement exploité: il serait possible de promouvoir la diversité culturelle en augmentant le nombre de traductions dans certaines grandes langues européennes de diffusion mondiale pouvant servir de langues pivots aux fins de la réalisation de traductions supplémentaires dans d’autres langues.

(b)Following the mid-term verification, the Commission may revise, in consultation with a Member State, the reference level of public or equivalent structural expenditure in the Partnership Agreement if the economic situation of the Member State has significantly changed from that estimated at the time of adoption of the Partnership Agreement.

In the view of the Committee on Legal Affairs, such an interpretation could be justified by the fact that in the English and German version of Rule 121 the general term 'proceedings' is used in the title (unlike the French and the other linguistic versions which refer to 'recours').

It is also proposed to delete the term "general" (before "public") in the English version ("grand" in the French version) so as to avoid the uncertainty which would be caused by changing the well-proven formulation in the current Directive, which simply uses the term "public".

In order to avoid misunderstandings in the translation of the term ‘production aid’ and to relate it explicitly to the German original term Produktionshilfen, I ask for a linguistic clarification to the effect that, where the words ‘production aid’ are used in the text, they should, in the English version, be replaced by the term ‘production props’, and rendered in the French one by aide matérielle à la production, and in German by Produktionshilfen.
Afin d’éviter tout malentendu concernant la traduction du terme «aide à la production» et de le rattacher explicitement au terme allemand d’origine «Produktionshilfen», je voudrais demander une clarification linguistique afin que, lorsque l’expression «production aid» est utilisée dans le texte, elle soit remplacée, dans la version anglaise par l’expression «production props» et rendue en français par «aide matérielle à la production» et en allemand par «Produktionshilfen».

5. Shares the Commission's view that in the initial phase this indicator should be used to assess education and training systems in terms of first and second language proficiency standards and that knowledge of the five most widely taught languages within the Union (English, French, German, Spanish and Italian) should be tested; calls on the Commission and Council, however, to proceed to the next stage as soon as possible by taking the necessary measures to extend these tests to a wider range of European languages without however undermining standards of teaching and development regarding languages not assessed by the indictor;

The Commission shall, at the latest by 31 December 2006 and in accordance with the procedure referred to in Article 4(2) of this Decision, determine the respective emission levels allocated to the European Community and to each Member State in terms of tonnes of carbon dioxide equivalent following the establishment of definitive base-year emission figures and on the basis of the quantified emission limitation or reduction commitments set out in Annex II, taking into account the methodologies for estimating anthropogenic emissions by sources and removals by sinks referred to in Article 5(2) of the Protocol and the modalities for the calculation of assigned amount pursuant to Article 3(7) and (8) of the Protocol.
