It will refer to the EU return acquis and relevant international standards such as those developed by the European Committee for the Prevention of Torture and the UN Committee on the rights of the child General Comment No 14 (2013) on the right of the child to have his or her best interests taken as a primary consideration and will address – inter alia – promotion of voluntary departure, proportionate use of coercive measures, forced return monitoring, postponement of removal, return of minors, effective legal remedies, safeguards pending return, human and dignified detention conditions as well as safeguards for vulnerable persons.

The Union and the Member States, having in mind fundamental social rights such as those set out in the European Social Charter signed at Turin on 18 October 1961 and in the 1989 Community Charter of the Fundamental Social Rights of Workers, shall have as their objectives the promotion of employment, improved living and working conditions, so as to make possible their harmonisation while the improvement is being maintained, proper social protection, dialogue between management and labour, the development of human resources with a view to lasting high employment and the combating of exclusion.
L'Union et les États membres, conscients des droits sociaux fondamentaux, tels que ceux énoncés dans la Charte sociale européenne signée à Turin le 18 octobre 1961 et dans la Charte communautaire des droits sociaux fondamentaux des travailleurs de 1989, ont pour objectifs la promotion de l'emploi, l'amélioration des conditions de vie et de travail, permettant leur égalisation dans le progrès, une protection sociale adéquate, le dialogue social, le développement des ressources humaines permettant un niveau d'emploi élevé et durable et la lutte contre les exclusions.

European bipartite social dialogue takes place within the cross-industry social dialogue committee and 30 sectoral social dialogue committees (see Annex 4), on the basis of work programmes adopted by the social partners.

The Charter reaffirms the rights as they result, in particular, from the Constitutional traditions and international obligations common to Member States of the Union, from the European Convention for the Protection of Human Rights and Fundamental Freedoms, from the European Social Charter and the Community Charter of the Fundamental Social Rights of Workers or from the Treaty on European Union itself and in particular its Article 6.
