The training was intended for the staff of various law enforcement services and of European and international bodies.

The European Council, in “the Stockholm Programme – An Open and Secure Europe Serving and Protecting Citizens”[1], called on Europol to evolve and “become a hub for information exchange between the law enforcement authorities of the Member States, a service provider and a platform for law enforcement services”, and called for the establishment of European training schemes and exchange programmes for all relevant law enforcement professionals at national and EU level, with CEPOL playing a key role in ensuring the European dimension.

The objectives of this Directive are to approximate the criminal law of the Member States in the area of attacks against information systems by establishing minimum rules concerning the definition of criminal offences and the relevant sanctions and to improve cooperation between competent authorities, including the police and other specialised law enforcement services of the Member States, as well as the competent specialised Union agencies and bodies, such as Eurojust, Europol and its European Cyber Crime Centre, and the European Network and Information Security Agency (ENISA).
La présente directive a pour objectif de rapprocher le droit pénal des États membres dans le domaine des attaques contre les systèmes d’information en fixant des règles minimales concernant la définition des infractions pénales et les sanctions applicables, et de renforcer la coopération entre les autorités compétentes, notamment la police et les autres services spécialisés chargés de l’application de la loi dans les États membres, ainsi que les agences et organes spécialisés compétents de l’Union, tels qu’Eurojust, Europol et son Centre européen de lutte contre la cybercriminalité et l’Agence européenne chargée de la sécurité des réseaux et de l’information (ENISA).

In exercising its powers regarding the provisions of Chapters 4 and 5 of Title V of Part Three relating to the area of freedom, security and justice, the Court of Justice of the European Union shall have no jurisdiction to review the validity or proportionality of operations carried out by the police or other law-enforcement services of a Member State or the exercise of the responsibilities incumbent upon Member States with regard to the maintenance of law and order and the safeguarding of internal security.
Dans l'exercice de ses attributions concernant les dispositions des chapitres 4 et 5 du titre V, de la troisième partie, relatives à l'espace de liberté, de sécurité et de justice, la Cour de justice de l'Union européenne n'est pas compétente pour vérifier la validité ou la proportionnalité d'opérations menées par la police ou d'autres services répressifs dans un État membre, ni pour statuer sur l'exercice des responsabilités qui incombent aux États membres pour le maintien de l'ordre public et la sauvegarde de la sécurité intérieure.

The measures adopted by the Commission to achieve its objectives include: proposals aimed at strengthening cooperation between the law-enforcement services of Member States, particularly by improved exchanges of information, a European framework for the protection of related data, a communication on the protection of critical infrastructure, a communication on the prevention of and the fight against terrorism financing, a proposal on preventing the misuse of charitable organisations for the financing of terrorism and monitoring the pilot project in place for the victims of terrorism.
Les mesures adoptées par la Commission en vue d’atteindre ses objectifs comprennent: des propositions visant le renforcement de la coopération des services répressifs des États membres, notamment à travers l’amélioration de l’échange d’informations; un cadre européen pour la protection des données dans ce domaine; une communication sur la protection des infrastructures critiques, une communication sur la prévention du et la lutte contre le financement du terrorisme, une proposition visant à éviter l’utilisation abusive d’organisations caritatives pour financer le terrorisme et le suivi du projet-pilote en faveur des victimes du terrorisme.

Paragraphs 48(a)(ii) and 48(b)(ii) of the 1998 Action Plan (to be implemented within five years), call, respectively, for the establishment of a research and documentation network on cross-border crime, and for the organisation of the collection, storage, processing, analysis and exchange of relevant information, including information held by law enforcement services on reports on suspicious financial transactions, in particular through Europol, subject to appropriate provisions on the protection of personal data.

A European border surveillance system (EUROSUR) should help the Member States achieve full awareness of the situation at their external borders and enhance the reaction capability of their law enforcement services".
