In cooperation with the Member States and dedicated organisations and agencies (such as European Space Agency and the European Agency for the Global Navigation Satellite System (GSA), the Commission is completing the space infrastructures of its flagship projects, Galileo and Copernicus, during the next multi-annual financial planning framework.

2. to launch, in cooperation with the European Space Agency in accordance with Article 3 and through contractual arrangements with private sector entities, the research and development activities needed successfully to complete the phase of development and coordination of national activities in this area; to launch, through the European Space Agency in accordance with Article 3, a first series of satellites to finalise the technological developments that have occurred and ensure the large-scale demonstration of the capabilities and reliability of the system;

To approve the agreement between the European Community, the European Space Agency and the European Organisation for the Safety of Air Navigation on a European contribution to the development of a Global Navigation Satellite System (GNSS), the basic objective of the agreement being notably to establish a focal point for all activities relating to satellite navigation and positioning in Europe.

Observation from space involves using existing satellites as well as preparing the next generation of satellites, particularly as part of the European Space Agency’s GMES programme, with support from the 7th Framework Programme for Research and Technological Development, and as part of the Galileo system and the INSPIRE initiative (Infrastructure for Spatial Information in Europe).
