Urges Lithuania to reopen its criminal investigation into CIA secret detention facilities and to conduct a rigorous investigation considering all the factual evidence that has been disclosed, notably regarding the ECtHR case of Abu Zubaydah v Lithuania; asks Lithuania to allow the investigators to carry out a comprehensive examination of the renditions flight network and contact persons publicly known to have organised or participated in the flights in question; asks the Lithuanian authorities to carry out forensic examination of the prison site and analysis of phone records; urges them to cooperate fully with the ECtHR in the cases of Abu Zubaydah v Lithuania and HRMI v Lithuania; calls on Lithuania, in the context of reopening the criminal investigation, to consider applications for status/participation in the investigation from other possible victims; urges Lithuania to respond in full to requests for information from other EU Member States, in particular the request for information from the Finnish Ombudsman regarding a flight or flights that could link Finland and Lithuania to a possible rendition route; urges the Lithuanian Prosecutor General to carry out a criminal investigation into Mustafa al-Hawsawi’s complaint;

This Regulation should cover the application of a flight message transfer protocol used for the information exchanges in accordance with Commission Regulation (EC) No 1032/2006 of 6 July 2006 laying down requirements for automatic systems for the exchange of flight data for the purpose of notification, coordination and transfer of flights between air traffic control units (4).
Le présent règlement devrait couvrir l’application d’un protocole de transfert de messages de vol utilisé pour les échanges d’informations conformément au règlement (CE) no 1032/2006 de la Commission du 6 juillet 2006 établissant les exigences applicables aux systèmes automatiques d’échange des données de vol aux fins de notification, de coordination et de transfert de vols entre unités de contrôle de la circulation aérienne (4).

1. This Regulation lays down requirements for the application of a flight message transfer protocol for information exchanges between flight data processing systems for the purpose of notification, coordination and transfer of flights between air traffic control units and for the purposes of civil-military coordination, in accordance with Regulation (EC) No 1032/2006.

Le présent règlement établit des exigences relatives à l’application d’un protocole de transfert de messages de vol pour les échanges d’informations entre les systèmes de traitement des données de vol aux fins de la notification, de la coordination et du transfert des vols entre les unités de contrôle de la circulation aérienne et aux fins de la coordination civile-militaire, conformément au règlement (CE) no 1032/2006.

The manufacturer shall ensure that the constituents implementing information exchanges supporting the process of notification, coordination and transfer of flights and the process of civil-military coordination, integrated in the test environment meet the interoperability and performance, quality of service and safety requirements of this Regulation.
Le fabricant veille à ce que les composants utilisés pour les échanges d’informations sur les procédures de notification, de coordination et de transfert des vols et la procédure de coordination civile-militaire et intégrés dans l’environnement d’essai satisfassent aux exigences en matière d’interopérabilité, de performance, de qualité de service et de sécurité du présent règlement.

The verification of systems implementing information exchanges supporting the process of notification, coordination and transfer of flights and the process of civil-military coordination shall be conducted in accordance with appropriate and recognised testing practices.
La vérification des systèmes mettant en œuvre des échanges d’informations à l’appui des procédures de notification, de coordination et de transfert de vols et de la procédure de coordination civile-militaire est effectuée conformément aux pratiques d’essai appropriées et reconnues.

Air traffic management systems and their constituents shall be designed, built, maintained and operated in such a way so as to ensure the seamless operation of the air traffic management network throughout the Community at all times and for all phases of flight. Seamless operation can be expressed, in particular, in terms of information exchange, common understanding of information, comparable processing performances and the associated procedures enabling common operational performances agreed for the whole or parts of the air traffic management network.
Les systèmes de gestion du trafic aérien et leurs composants doivent être conçus, construits, entretenus et exploités de façon à assurer l'exploitation sans solution de continuité du réseau de gestion du trafic aérien dans toute la Communauté, à tout moment, et lors de toutes les phases du vol. Une exploitation sans solution de continuité englobe, notamment, l'échange d'informations, une interprétation commune des informations, des performances de traitement comparables et les procédures associées permettant des performances d'exploitation communes convenues pour l'ensemble ou certaines parties du réseau de gestion du trafic aérien.
