In the same case, EU countries shall take the necessary measures to ensure that, where provisions or reserves properly constituted by the SE or the SCE before the transfer of the registered office are partly or wholly exempt from tax and are not derived from permanent establishments abroad, such provisions or reserves may be carried over, with the same tax exemption, by a permanent establishment of the SE or the SCE which is situated within the territory of the EU country from which the registered office was transferred.

We cannot confine ourselves to governing immigration solely within our territory; we must deal with the underlying causes of immigration, which, even today, is overwhelmingly made up of desperate people fleeing persecution, poverty or war, who have no choice whether to leave their own country or stay there.

Where parts of projects of common interest are situated within the territory of third countries, the Commission may, in agreement with the Member States concerned, put forward proposals, where appropriate within the framework of the management of the agreements between the Community and those third countries and in accordance with the Energy Charter Treaty and other multilateral agreements with third countries which are parties to that Treaty, for the projects also to be recognised as being of mutual interest by the third countries concerned, in order to facilitate their implementation.
6. Lorsque des parties de projets d'intérêt commun se situent sur le territoire de pays tiers, la Commission peut, en accord avec les États membres concernés, faire des propositions, le cas échéant dans le cadre de la gestion des accords entre la Communauté et ces pays tiers, et conformément aux dispositions du traité sur la charte de l'énergie et d'autres accords multilatéraux avec des pays tiers signataires de ce traité, pour que ces projets soient également reconnus d'intérêt mutuel par les pays tiers concernés, en vue de faciliter leur mise en œuvre.
