2. For the purposes of the mandate of the EUSR, the Horn of Africa is defined as comprising the Republic of Djibouti, the State of Eritrea, the Federal Democratic Republic of Ethiopia, the Republic of Kenya, the Federal Republic of Somalia, the Republic of the Sudan, the Republic of South Sudan and the Republic of Uganda.

B. whereas Ethiopia and Eritrea ended their war by signing the internationally brokered 'Algiers Agreements' providing for a UN peace-keeping operation mission (UNMEE) and the setting-up of the Ethiopia-Eritrea Boundary Commission (EEBC), but there are still differences between the two sides regarding the implementation of the agreements and of the decision of the EEBC; whereas the mandate of the UNMEE had to be ended on 31 July 2008 as Eritrea was obstructing the mission and Ethiopia had refused to enforce the EEBC ruling in relation to the contested Badme area,

Expresses its full support for UN Security Council Resolution 1640(2005), which calls on Eritrea to immediately reverse its decision to ban United Nations Mission in Ethiopia and Eritrea (UNMEE) helicopter flights and all other restrictions imposed on UNMEE, demands that both parties return to the 16 December 2004 levels of deployment of their troops, and calls on Ethiopia to fully accept the final and binding decision of the Eritrea-Ethiopia Boundary Commission;
11. exprime son soutien sans réserve à la résolution 1640(2005) du Conseil de sécurité des Nations unies, laquelle demande à l'Érythrée d'annuler immédiatement, d'une part, sa décision d'interdire les vols d'hélicoptères de la Mission des Nations unies en Éthiopie et en Érythrée (MINUEE) et, d'autre part, toutes les restrictions supplémentaires imposées à la MINUEE, exige que les deux parties ramènent le niveau de déploiement de leurs forces armées à ce qu'il était le 16 décembre 2004 et demande à l'Éthiopie d'accepter pleinement la décision définitive et contraignante de la Commission du tracé de la frontière entre l'Érythrée et l'Éthiopie;

26. Regrets that the President of Ethiopia did not attend the Cairo summit and urges both Ethiopia and Eritrea to fully endorse the OUA peace plan package in order to find a lasting settlement to the Ethiopia/Eritrea conflict;

The joint action establishes an airport transit visa (ATV), i.e. the authorisation to which nationals of certain third countries are subject (at 1.8.1996: Afghanistan, Ethiopia, Eritrea, Ghana, Irak, Iran, Nigeria, Somalia, Sri Lanka, Democratic Republic of the Congo (ex-Zaïre), as an exception to the principle of free transit laid down in Annex 9 to the Chicago Convention on International Civil Aviation, for transit through the international areas of the airports of Member States.
