From the point of view of the implementation of the Pact, the Commission will take into account national co-financing of investment projects also co-financed by the EFSI in the application of the so-called “investment clause” spelled out in Section 2.2 below.

7. Member States may use any source of Union funding, including instruments under the European Structural and Investment Funds and the trans-European networks and industry policies, to contribute to the financing of eligible projects in which the EIB itself, or through the EIF, is investing with the support of the EU guarantee, provided that those projects comply with the eligibility criteria and the objectives and principles applicable under the legal framework of the relevant instruments and of the EFSI.
7. Calls on the Commission and Member States to ensure the application of the ‘polluter pays’ and ‘user pays’ principles by means of transparent and effective pricing schemes implemented in all water-using sectors that aim at the recovery of the costs of water services, including environmental and resource costs, as set down in the Water Framework Directive; underlines however that social issues should be taken into account when setting water tariffs and that clean water should be available at an affordable price for human needs; furthermore, calls on the Commission and the Member States to assess and revise subsidies harmful for water and to develop and introduce further economic instruments to reduce environmentally-detrimental activity and incentivise more sustainable use of water resources; stresses that water pricing should reflect the environmental impact of wastewater treatment; notes that, although the political will exists, the economic crisis and restrictions on public spending make it difficult for local and regional authorities to finance greywater treatment projects and therefore calls on the Commission to ensure appropriate financing of wastewater treatment plants; calls on the Commission to develop a strategy for internalising the external costs incurred through water consumption, water pollution and wastewater treatment;

Is there any formula for defining the shape of European bonds, such as European bonds designed to finance specific development projects and programmes (EU project bonds), which might finally produce an acceptable consensus?

6. Without prejudice to the second paragraph of Article 4, revenues which are not disbursed to projects and income generated from the management of revenues shall be used to co-finance further demonstration projects under this Decision until 31 December 2015.
