I congratulate the Ottawa Centre for Research and Innovation, Nortel, Newbridge, Bell Nexxia, QNX, the National Research Council, the Communications Research Centre, the Canada Foundation for Innovation and Carleton and Ottawa universities for this unique partnership that will benefit all Canadians and keep Canada at the cutting edge of this important economic sector.

As regards the failure by the Council to communicate, prior to the adoption of its decision, the new information to PMOI which resulted in that organisation being maintained on the list, Advocate General Sharpston disagrees with the General Court that the Council had ample time between receiving the information from the French Government on 9 June and adopting its decision on 15 July to communicate that information to PMOI, taking into account the internal procedures of the Council.

(52 ) Routine statistics as well as complementary data on cross-border healthcare are required for efficient monitoring, planning and management of healthcare in general and cross-border healthcare in particular, and their production should be integrated as far as possible within existing data collection systems to enable appropriate monitoring and planning to take account of cross-border care, including appropriate structures at Community level such as the Community statistical system and in particular Regulation (EC) No 1338/2008 of the European Parliament and of the Council of 16 December 2008 on Community statistics on public health and health and safety at work , the health information system established within the framework of the health programme established by Decision No 1786/2002/EC of the European Parliament and of the Council of 23 September 2002 adopting a programme of Community action in the field of public health (2003-2008) and other monitoring activities such as those carried out by the European Centre for Disease Prevention and Control established by Regulation (EC) No 851/2004 of the European Parliament and of the Council of 21 April 2004 establishing a European centre for disease prevention and control .

A successful and highly regarded corporate law graduate from the University of Manitoba, from which he also received an honorary degree, Duncan has been a most active member of the Winnipeg community, having been successfully involved with the University of Winnipeg, the Victoria General Hospital, the United Way, the Canadian Arthritis Society, to name but some of the organizations which have benefited from his energy and enthusiasm.
