Seeks clarification on the mid-term financial programming for heading 5 and the projected margins of EUR 109 million for 2011, EUR 102 million for 2012 and EUR 157 million for 2013; considers that it would be helpful to receive information on Parliament's working hypotheses for the sixth report of the secretaries-general (October 2009) in terms of budget and posts compared to the proposal for estimates now at hand; would like to clarify which significant (potential) projects and staff developments are already included in this programming for the next 2-3 years; underlines, at the same time, that the financial programming is only a non-binding indicative planning tool and that the budgetary authority takes the final decisions;
4. demande des précisions concernant la programmation financière à mi-parcours pour la rubrique 5 et les marges prévues, à savoir 109 000 000 EUR pour 2011, 102 000 000 EUR pour 2012 et 157 000 000 EUR pour 2013; estime qu'il serait utile de recevoir des informations sur les hypothèses de travail du Parlement concernant le sixième rapport des secrétaires généraux (octobre 2009) en termes de budget et de postes, en comparaison avec l'actuelle proposition d'état prévisionnel; tient à préciser les projets (potentiels) importants et les (éventuels) changements significatifs au niveau des effectifs qui sont déjà pris en compte dans la programmation pour les deux ou trois exercices à venir; souligne, par ailleurs, que la programmation financière n'est qu'un instrument de planification indicatif et non contraignant et que les décisions finales incombent à l'autorité budgétaire;

The Steering Board agreed on 25 September 2007 to recommend, in line with the report presented by the Head of the Agency on the implementation of Joint Action 2004/551/CFSP, pursuant to Article 27 thereof, that Council amend the said Joint Action in respect of the creation of a second Deputy Chief Executive post and to mandate a further review in 2010.

Considers that the inclusion of these activities in the general budget will require increased appropriations in the corresponding headings; points out that according to the joint statement on financial programming approved on 20 July 2000, the budgetary authority must have accurate information about the financial consequences of each new proposal presented by the Commission; calls on the Commission to present a financial assessment of the post-ECSC activities being phased into the general budget as they may have an impact on the margin under the ceiling of each heading of the financial perspective; stresses the need for further consultation of the budgetary authority should significant changes be made during the renewal of programmes financed under the general budget; believes this to be the only way to ensure that these changes are compatible with the current ceilings of the financial perspective;
