Mr. Speaker, I had the privilege of attending earlier this week an event that featured Canada's Minister of State for Social Development releasing the Mental Health Commission of Canada's final report on housing first.

Finally, the Court clearly misconstrued the Report of the Scientific Committee on Health and Environmental Risks (SCHER) of 1 July 2010, in so far as it deduced from that report a statement concerning the reliability of bioavailability limit values, which clearly was not made by SCHER.
Enfin, le Tribunal aurait interprété de façon manifestement erronée l’avis du comité scientifique des risques sanitaires et environnementaux (CSRSE) allemand du 1er juillet 2010, en ce qu’il en aurait déduit une affirmation relative à la fiabilité des valeurs limites de biodisponibilité que le CSRSE n’aurait clairement pas formulée.

11. Underlines the utmost importance of the fight against corruption and organised crime for the rule of law in the country; welcomes the recent adoption of several laws related to the fight against corruption and encourages the Serbian authorities to focus on their effective implementation; but expresses its concern about the lack of implementation and the increasing influence of the executive branch on the work of independent institutions and the media; points out, in this regard, that the position of Serbia in the Corruption Perception Index has not improved over the last three years; stresses that not only declaratory but genuine political will is needed to combat corruption; encourages the government to build up strong leadership over the anti-corruption processes; equally, welcomes the decision of the Constitutional Court on the unconstitutionality of holding several public functions as a step towards greater transparency in the public sector, lowering the risk of conflicts of interests; underlines, however, that intertwined interests of political parties and private interests sustain systemic corruption, a common problem in the region which continues to be widespread, and calls for a credible record of prosecution of high-level cases and for implementation of an appropriate protection system for the persons who report it; underlines likewise that corruption in the health sector is a particular concern; urges the government to follow up on the findings of high-level and systemic corruption identified by the Anti-Corruption Council and Anti-Corruption Agency as well as to ensure that these agencies have adequate financial and administrative resources to perform their work and to give more high-level support to the anti-corruption strategy;
11. souligne l'importance primordiale que revêt la lutte contre la corruption et la criminalité organisée pour l'état de droit dans le pays; se félicite de l'adoption récente de plusieurs lois liées à la lutte contre la corruption et invite les autorités serbes à se concentrer sur leur application effective; fait part de ses inquiétudes, toutefois, quant aux lacunes dans leur application et à l'influence croissante du pouvoir exécutif sur le travail des institutions indépendantes et des médias; rappelle à cet égard que la Serbie n'a pas amélioré son classement selon l'indice de perception de la corruption au cours des trois dernières années; met l'accent sur le fait que les déclarations ne suffisent pas, mais qu'une véritable volonté politique est nécessaire pour lutter contre la corruption; invite le gouvernement à s'emparer à bras-le-corps des processus de lutte contre la corruption; salue également la décision de la Cour constitutionnelle sur l'inconstitutionnalité du cumul des fonctions publiques, y voyant un pas en avant vers une plus grande transparence dans le secteur public, permettant de réduire le risque de conflit d'intérêts; souligne toutefois que l'inextricabilité des intérêts des partis politiques et du secteur privé entretient une corruption généralisée, problème courant dans la région, qui reste largement répandu, et demande des résultats crédibles dans les actions relatives aux affaires importantes et la mise en œuvre d'un régime de protection approprié pour les personnes qui les signalent; souligne de même que la corruption dans le secteur de la santé est particulièrement préoccupante; appelle instamment le gouvernement à donner suite aux constats de corruption générale et de haut niveau formulés par le Conseil de lutte contre la corruption et par l'Agence de lutte contre la corruption, et à veiller à ce que ces services disposent de moyens financiers et administratifs suffisants pour effectuer leur travail et pour contribuer plus efficace ...

In April 2004, the Working Group on a Public Health Agency for Canada (established by the former federal Minister of Health Anne MacLellan) released its final report relating to the creation of such an agency.

Notable changes within these decreases and increases include an increase of $35.5 million for the strengthening of security at missions abroad through risk-based initiatives to reinforce and professionalize mission security teams and strengthen physical infrastructures; a decrease of $55.2 million in the cost of assessed contributions, mainly due to currency fluctuations resulting from payment in the prescribed foreign currency of these contributions, which represents Canada's treaty obligations and legal commitments of international organizations such as the United Nations and the World Health Organization, for example; and finally, a decrease of $61.7 million for the transfer to Shared Services Canada to support the consolidation and transformation of the Government of Canada's information technology infrastructure.
