Recalls the joint declaration of Parliament, Council and Commission of 14 December 2000 as an important objective of the Commission Reform, on the reduction of the outstanding commitments to normal level by December 2003; notes that the Commission in the 2002 Budget procedure has committed itself to present implementation profiles and action plan to put an end to the abnormal outstanding commitments; regrets that despite the progress made by the Commission allowing to reverse the negative trend for outstanding commitments, in particular in external programmes, in September 2002 nonetheless, the total outstanding commitments still amount to EUR 107 billion; increases payment appropriations on the budget lines where the backlog has been reduced over the past year in view of providing the Commission with the necessary means to continue on the positive trend;
