It seems to me that this is another good rationale for some sort of a legal instrument that allows people to enter into some sort of a registered relationship where there's a legal declaration of—what I'd like to see—an economic dependency or some sort of dependent relationship.

1. As part of the reform of external action financial instruments for 2007-2013, replacing more than 30 different legal instruments with seven new ones, Regulation (EC) No 1717/2006 of 15 November 2006 (the Regulation) established the Instrument for Stability (hereinafter the IfS) to enable the Community to give a consistent and integrated response to crises and impending crises, by means of a single legal instrument with simplified decision-making procedures.

This Supplementary Protocol shall enter into force for a State or regional economic integration organization that ratifies, accepts or approves it or accedes thereto after the deposit of the fortieth instrument as referred to in paragraph 1 above, on the ninetieth day after the date on which that State or regional economic integration organization deposits its instrument of ratification, acceptance, approval, or accession, or on the date on which the Protocol enters into force for that State or regional economic integration organization, whichever shall be the later.

(4) This Convention shall not affect the application of instruments of a Regional Economic Integration Organisation that is a Party to this Convention, adopted after the conclusion of the Convention, on matters governed by the Convention provided that such instruments do not affect, in the relationship of Member States of the Regional Economic Integration Organisation with other Contracting States, the application of the provisions of the Convention.
4. La présente convention n’affecte pas l’application d’instruments d’une organisation régionale d’intégration économique partie à la présente convention, ayant été adoptés après la conclusion de la convention, en ce qui a trait aux matières régies par la convention, à condition que de tels instruments n’affectent pas, dans les rapports des États membres de l’organisation régionale d’intégration économique avec d’autres États contractants, l’application des dispositions de la convention.

For each State or regional economic integration organisation that ratifies, accepts or approves this Convention or accedes thereto after the deposit of the 50th instrument of ratification, acceptance, approval or accession, the Convention shall enter into force on the 90th day after the date of deposit by such State or regional economic integration organisation of its instrument of ratification, acceptance, approval or accession.

Against this background, the Community and its Member States hope that policy on trade and on development cooperation will be capable of promoting regional economic integration among developing countries. 8. The Council considers that development cooperation policy must be based, inter alia, on: - developing capabilities and strengthening institutions, using technical assistance, research and technical or vocational training, and helping to make regional integration measures better fitted to their goals (by strengthening local capability, increasing awareness in the private sector and civil society and setting up information networks on regional integration); - support for the private sector, to help it take advantage of the opportunities offered by integration (contacts between heads of undertakings, support for setting up joint ventures, information and advisory centres and training); it must go hand in hand with specific technical support for strengthening the financial sector (banking and insurance); - at national level, on structural adjustment instruments, to help states in the process of adjustment which are carrying out reforms aimed at intra-regional economic liberalization involving net transitional costs; technical assistance in the area of economic reform, including adjustments to taxation systems, may also be contemplated.

S'agissant de la politique de coopération au développement, le Conseil considère qu'elle doit notamment s'appuyer : - sur le développement des capacités et le renforcement des institutions, en s'appuyant sur l'assistance technique, la recherche et la formation technique ou professionnelle, et en favorisant l'appropriation des mesures d'intégration régionale (par le renforcement des capacités locales, la sensibilisation du secteur privé et de la société civile et la création de réseaux d'informations sur l'intégration régionale) ; - sur le soutien au secteur privé pour qu'il saisisse les opportunités de l'intégration (contacts entre les chefs d'entreprises, soutien à la création d'entreprises conjointes, centres d'information et de conseil, formation) ; il doit s'accompagner d'un appui technique spécifique au renforcement du secteur financier (système bancaire et assurances) ; - au niveau national, sur les instruments mis en oeuvre dans le cadre de l'ajustement structurel, afin d'aider les Etats sous ajustement mettant en oeuvre des réformes visant à la libéralisation économique intra-régionale qui impliquent des coûts transitionnels nets ; une assistance technique dans le domaine des réformes économiques, y compris en ce qui concerne les adaptations des systèmes fiscaux, pourra également être envisagée.

This approach should, without neglecting the various components of development, in particular rural development, involve giving assistance to priority social sectors by contributing to the development of genuine sectoral approaches supported by the allocation of counterpart funds in coherent, transparent, equitable and properly implemented national budgets, and ensuring the effectiveness of public services in those sectors; - to maintaining an adequate level of investment, particularly in areas where the Community concentrates its development activities: adjustment must integrate the long-term perspective; it must create an environment favourable to private investment, and permit a level of public investment compatible at least with the preservation of the infrastructure necessary for economic and social activity; (c) to ensure that, where relevant, programmes are placed in a regional trade facilitation or economic integration framework, and that temporary funding is provided for the transitional costs which may accompany this process, so as to create a dynamic process which transcends the countries' economies alone and thus make it possible, in accordance with Article 130u of the Treaty on European Union, to foster the smooth and gradual integration of the developing countries into a rapidly changing world economy; (d) to work, in close coordination with the multilateral and bilateral providers of funds concerned, towards adjustment of instruments and methods of action so that the Union can adapt to situations as they develop and to their diversity.
Cette approche devra conduire, sans négliger les différentes composantes du développement et notamment le développement rural, à assister les secteurs sociaux prioritaires en contribuant à la construction de véritables approches sectorielles soutenues par l'affectation des fonds de contrepartie dans des budgets nationaux cohérents, transparents, équitables et bien exécutés et à assurer l'efficacité des services publics dans ces secteurs, - au maintien d'un niveau d'investissement suffisant, en particulier dans les domaines où la Communauté concentre ses actions de développement : l'ajustement doit intégrer la perspective de long terme ; il doit créer un environnement favorable à l'investissement privé, et permettre un niveau d'investissement public compatible au minimum avec la préservation des infrastructures nécessaires à l'activité économique et sociale, c) à veiller à l'insertion, lorsque cela est pertinent, des programmes dans un cadre régional de facilitation des échanges ou d'intégration économique, et au financement temporaire des coûts transitoires qui peuvent l'accompagner, pour créer une dynamique dépassant les seules économies des pays et permettre ainsi, conformément à l'article 13O U du Traité sur l'Union Européenne, de favoriser l'insertion harmonieuse et progressive des pays en développement dans une économie mondiale en pleine mutation ; d) à rechercher, en coordination étroite avec les bailleurs de fonds multilatéraux et bilatéraux concernés, l'adaptation des instruments et des modes de faire pour permettre à l'Union de s'adapter à l'évolution des situations et à leur diversité.
