Each year the EIB shall send the Council and the Commission a report on the implementation of operations financed from 11th EDF resources under its management, including the financial statements drawn up in accordance with the rules and methods referred to in paragraph 1 and the information referred to in Article 44(3).

To ensure that Member States have sufficient means to provide payments to beneficiaries responsible for the implementation of operations that target youth unemployment, an additional initial pre-financing amount from the specific allocation for the YEI should be paid in 2015 for operational programmes supported by the YEI, in order to complement the pre-financing amounts paid in accordance with Regulation (EU) No 1303/2013.
Afin de garantir que les États membres disposent de suffisamment de moyens pour procéder aux paiements en faveur des bénéficiaires responsables de l’exécution des opérations de lutte contre le chômage des jeunes, il y a lieu de verser en 2015, aux programmes opérationnels soutenus par l’IEJ, un préfinancement initial supplémentaire, imputé sur la dotation spéciale pour l’IEJ et venant compléter les montants de préfinancement versés conformément au règlement (UE) nº 1303/2013.

2a. The EIB shall submit to the Commission annual reports assessing the estimated outputs, outcomes and development impact of the operations financed during the year, on the basis of its results measurement framework, including the performance indicators referred to in Article 6(2b).

21. Stresses that the comprehensive legislative package of the regulations on cohesion policy in the Multiannual Financial Framework for 2014-2020 is necessary for the appropriate implementation of the multiannual budget; recalls that these regulations must be supplemented by the adoption of implementing and delegated acts, as well as mechanisms – such as smart specialisation – for ensuring the coherence and consistency of programming, followed by the conclusion of partnership agreements and the implementation of operational programmes;
21. souligne que le paquet législatif global concernant les règlements relatifs à la politique de cohésion dans le cadre financier pluriannuel pour l2014-2020 est nécessaire à une bonne exécution des budgets dans une perspective pluriannuelle; rappelle qu'il faut compléter ces règlements par l'adoption d'actes d'exécution et d'actes délégués, ainsi que par la mise en place de mécanismes – telle une intelligente spécialisation – pour assurer la cohérence et la consistance de la programmation, en la faisant suivre de la conclusion d'accords de partenariat et de l'exécution de programmes opérationnels;
