Digitisation in those areas was commonly referred to as ‘extension of coverage’. It was subsequently implemented through a series of addenda to existing framework agreements (21) signed by MITyC and the Autonomous Communities between July and November 2008 (‘the Addenda to the 2006 Framework Agreements’, published in the Spanish Official Gazette separately for each Autonomous Community. In most cases, the wording of these agreements points to digital terrestrial technology as the only technology to be funded. As a result of the agreements, MITyC transferred funds to the Autonomous Communities, which undertook to cover the remaining costs of the operation from their budgets. These addenda also included the obligation of the local authorities to comply with the provisions of the Twelfth Additional Provision of the National Technical Plan.
La numérisation dans ces zones, généralement appelée «extension de la couverture», a été mise en œuvre a posteriori au moyen de différents addenda aux conventions-cadres en vigueur (21) signés par le MITC et les communautés autonomes entre juillet et novembre 2008 (ci-après les «addenda aux conventions-cadres de 2006», publiés séparément au Journal officiel de l'État pour chaque communauté autonome). Dans la plupart de ces conventions, il est indiqué que la technologie numérique terrestre est la seule à pouvoir bénéficier d'un financement. À la suite de ces conventions, le MITC a transféré des fonds aux communautés autonomes, qui se sont engagées à couvrir les autres dépenses liées à l'opération avec leurs propres ressources budgétaires. Ces addenda prévoyaient également l'obligation pour les autorités locales de satisfaire aux exigences de la douzième disposition additionnelle du programme technique national.

Contracting entities referred to in Article 6 of the Zakon o javnoj nabavi (Narodne novine broj 90/11) (Public Procurement Act, Official Gazette No 90/11) which, in accordance with special regulations, engage in the activity of construction (provision) or operation of fixed networks intended to provide service to the public in connection with the production, transmission and distribution of drinking water and supply of drinking water to fixed networks, such as the entities established by the local self-government units acting as the public supplier of water supply services or drainage services in accordance with the Waters Act (Official Gazette 153/09 and 130/11)’.

In accordance with Article 5(1) of Directive 94/22/EC, notice is also given that the criteria on the basis of which prospection licences, exploration licences and production licences are issued have already been published in Official Journal of the European Communities C 396 of 19 December 1998, with reference to Legislative Decree of the President of the Republic No 625 of 25 November 1996 (published in Official Gazette of the Italian Republic No 293 of 14 December 1996), which transposes and implements the above mentioned Directive into Italian law, and were specified in Regional Law of Sicily No 14 of 3 July 2000 (published in Official Gazette of the Region of Sicily No 32 of 7 July 2000).
