the surface of the overall situation in the 20th century, we shall restrict our review to the early days of the implementation of the legislation, the period from the beginning of the century to the 1930s, because this period
seems to have been particularly significant and revealing of the positions taken

Par souci de bien approfondir une tranche de l’histoire plutôt que de simplement effleurer la situation globale au XXsiècle, nous nous limiterons aux débuts de la mise en place de la législation, soit du début du XXsiècle jusqu’aux années 1930, car cette époque semble tout particulièrement significative et révélatrice quant aux positions de chaque groupe entourant la mise en place initiale des contrôles.
