The Juncker Plan (the Investment Plan for Europe) and the Capital Markets Union help to mobilise resources to boost economic recovery; EU support for innovation helps industry and in particular SMEs play to their strengths; Europe is at the forefront of the global push for a low-carbon and circular economy through its circular economy, clean energy and low carbon economy initiatives; key enabling technologies help industry compete globally; the Digital Single Market Strategy, the accompanying Digitisation of Industry Strategy and the Action Plan on 5G for Europe help businesses take advantage of new developments and create a properly functioning data economy; the Single Market Strategy makes it possible for industry to access a market of 500 million consumers and to connect in value chains free from customs or technical barriers; and the New Skills Agenda for Europe helps equip the people behind our industry with better skills.

We will continue our work across the 10 priorities through 21 new initiatives: (1) to boost jobs, growth and investment we will propose a Youth Initiative, an Action Plan on the implementation of the Circular Economy and a new Multi-annual financial framework; (2) we will carry out a mid-term review of the Digital Single Market; (3) we will implement the Energy Union Strategy with work on low-emission vehicles and mobility; (4) we will build a deeper and fairer internal market by implementing the Single Market Strategy, Space Strategy for Europe and Capital Markets Union Action Plan and making proposals for Fairer taxation of companies; (5) we will present ideas for the reform of the EU at 27 and the strengthening of the Economic and Monetary Union and we will propose a European Pillar of Social Rights; (6) we will implement the Trade for All Strategy and pursue trade negotiations with our partners while strengthening our trade defence instruments; (7) we will continue to pursue a Security Union to fight terrorism and will align the rules on the protection of personal data and privacy; (8) we will deliver on the European Agenda on Migration; (9) to strengthen Europe's role as a global actor, we will present a European Defence Action Plan including a European Defence Fund, and the Commission and the High Representative will adopt an EU Strategy for Syria and implement the EU Global Strategy and Africa-EU Partnership; (10) we will adapt existing laws to the Treaty provisions on delegated and implementing acts and will assess the democratic legitimacy of existing procedures for adopting certain secondary EU acts.

However, there is still a lack of strategic planning, which needs to include economic union and, obviously, economic governance.

1. A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

Un État membre qui demande une assistance financière d'un ou plusieurs autres États, du FMI, du FESF, du MEFS ou du MES ou qui en bénéficie prépare en accord avec la Commission – agissant en liaison avec la BCE et, le cas échéant, le FMI –, un projet de programme d'ajustement macroéconomique basé sur les éventuels programmes de partenariat économique et remplaçant ces programmes en vertu du règlement (UE n° ./2012 [établissant des dispositions communes pour le suivi et l'évaluation des projets de plans budgétaires et pour la correction des déficits excessifs dans les États membres de la zone euro], qui comporte également un objectif budgétaire . Le projet de programme d'ajustement macroéconomique remédie aux risques spécifiques que l'État membre en question fait peser sur la stabilité de la zone euro et vise à rétablir rapidement une situation économique et financière saine et durable ainsi que sa capacité à se financer intégralement sur les marchés financiers. Ce projet de programme d'ajustement macroéconomique est basé sur l'évaluation de la soutenabilité de la dette publique et tient dûment compte des recommandations adressées à l'État membre concerné au titre des articles 121, 126, 136 et/ou 148 du traité – et des actions entreprises pour s'y conformer – tout en visant à élargir, renforcer et approfondir les mesures requises. Le programme d'ajustement macroéconomique respecte les pratiques et les institutions nationales en matière de formation des salaires et, dans la mesure du possible, tient compte du programme national de réforme de l'État membre concerné dans le contexte de la stratégie de l'Union pour la croissance et l'emploi. Le projet de programme d'ajustement macroéconomique respecte pleinement l'article 151 du traité et l'article 28 de la charte des droits fondamentaux de l'Union européenne.

The strategic planning and harmonisation of spectrum use at Union level should enhance the internal market for wireless electronic communications services and equipment as well as other Union policies requiring spectrum use, thus creating new opportunities for innovation and employment creation, and simultaneously contributing to economic recovery and social integration across the Union, while at the same time respecting the important social, cultural and economic value of spectrum.
La planification stratégique et l’harmonisation de l’utilisation du spectre au niveau de l’Union devraient renforcer le marché intérieur des services et équipements de communications électroniques sans fil ainsi que les autres politiques de l’Union nécessitant l’utilisation du spectre, en créant de nouvelles opportunités dans le domaine de l’innovation et de la création d’emplois et en contribuant, en même temps, à la reprise économique et à l’intégration sociale dans l’ensemble de l’Union, tout en respectant l’importante valeur sociale, culturelle et économique du spectre.

Stresses the added value of the trans-European transport network programme (TEN-T) for the achievement of the Lisbon Strategy, the European Union's climate change goals and for greater social, economic and territorial cohesion, while providing timely support for sustaining aggregate demand in the European Union; stresses the importance of the 30 TEN-T priority projects - in particular the cross-borders corridors - for re-launching the economy and for enabling the increasing demand for a better, environmentally friendly, co-modality; calls on the Commission and the Member States to develop new methods of financing transport infrastructures and to increase substantially the budget for the TEN-T projects in future financial frameworks and in the Recovery Plan;

In the face of the economic crisis of October 2008, the European Union is equipping itself with an Economic Recovery Plan aimed at proposing both European and global solutions.

– (EL) The European Union, through the European Agency for Reconstruction, which is the vehicle for the economic and political spoon-feeding of the states to emerge from the dirty interventions in the Balkans, is taking another step towards the euro-partitioning of Cyprus.

Objections have been submitted by ecological organisations, who complain that many of the works planned under the scheme will affect areas declared as sites of Community interest by the Spanish Government, seriously threatening protected species; by trade unions and farmers' associations, who stress the negative aspects of the plan and propose a thorough revision, and by many local authorities, who have drawn attention to the inconsiderate planning of some of the diversions and their social and economic consequences for people living in the areas concerned. All these social agents have expressed the wish that the Commission should take up a position on the plan and should contact the Spanish Government urging it to correct its negative aspects.
