Mr. Speaker, the Canadian national anthem was heard for the first time in June 1880 at the French-Canadian National Congress. It had been commissioned by the Lieutenant Governor of Quebec, Théodore Robitaille.

Mr. Speaker, I have just tabled the letter I sent to the following groups: the Chinese Canadian National Council, the German Canadian Congress, the Canadian Jewish Congress, the National Association of Canadians of Origins in India, the National Congress of Italian Canadians, the Ukrainian Canadian Congress and the Canadian Ukrainian Civil Liberties Association.

I hope that future Members of this Parliament, particularly Portuguese Members, will help to change this regrettable state of affairs and establish direct and productive communication with the Brazilian National Congress.

D. having regard to, in this connection, the terms of the Sino-Portuguese Joint Declaration of April 1987 and the Basic Law of the future Macau Special Administrative Region (SAR) which was approved by the People's National Congress of the People's Republic of China in 1993 prior to its entry into force (involving a transfer of powers) on 20 December 1999 and in which it is specifically laid down that:

In this connection, I support the leadership that has come from the Minister of Intergovernmental Affairs, the Honourable Stéphane Dion, and the positions he took in a speech he gave in Toronto on November 26, 1996, to members of the Canadian Jewish Congress, the Hellenic Canadian Congress and the National Congress of Italian Canadians of Ontario and Quebec.
