The fact that Regional Advisory Councils have been granted the status of bodies pursuing an aim of general European interest in Council Decision 2007/409/EC of 11 June 2007 amending Decision 2004/585/EC establishing Regional Advisory Councils under the Common Fisheries Policy (4) should be reflected in this Regulation.
La décision 2007/409/CE du Conseil du 11 juin 2007 modifiant la décision 2004/585/CE instituant des conseils consultatifs régionaux dans le cadre de la politique commune de la pêche (4) a accordé aux conseils consultatifs régionaux le statut d’organismes poursuivant un but d’intérêt général européen, et le présent règlement devrait en rendre compte.

Welcomes the initiatives of the Turkish government in reorganising the system of shelters, in consultation with all stakeholders; notes that the official number of shelters for women who have been victims of violence, according to the General Directorate on the Status of Women, is 81, which is still very low and does not meet the needs of a population of approximately 70 million; calls on the Turkish government to set up shelters spread evenly throughout the country in sufficient numbers, in line with the provisions of the Council of Europe Convention of 11 May 2011 on preventing and combating violence against women and domestic violence, thereby meeting the goal it set for itself with the Law on Municipalities, and to create a shelter in every municipality with at least 50 000 inhabitants; notes that shelters must be spread throughout the country, with a proper balance between rural and urban areas; emphasises the importance of introducing mechanisms for increasing security, capacity and supervision in the existing shelters and for imposing sanctions for non-compliance, of employing well-trained and well-paid social service personnel and ensuring, by means of professional training courses and other services, that women in shelters acquire adequate capabilities to build a new life for themselves and their children; stresses the importance of non-disclosure of the location of these shelters for the safety of the victims;
se félicite des initiatives du gouvernement turc en ce qui concerne la réorganisation du système de refuges, en concertation avec toutes les parties prenantes; fait observer que le nombre officiel de centres d'hébergement accueillant actuellement dans le pays les femmes victimes de violence, selon la direction générale de la situation des femmes, s'élève à 81, ce qui reste très peu et ne répond pas aux besoins d'une population avoisinant les 70 millions; invite le gouvernement turc à créer des refuges équitablement répartis sur tout le territoire du pays et en nombre suffisant, conformément aux dispositions de la convention du Conseil de l'Europe du 11 mai 2011 relative à la prévention et à la lutte contre la violence à l'égard des femmes et la violence domestique, à l'effet d'atteindre l'objectif qu'il s'est fixé dans la loi sur les municipalités et de créer un refuge dans toute commune comptant au moins 50 000 habitants; souligne que ces refuges doivent être répartis sur l'ensemble du pays, en veillant à un équilibre approprié entre régions rurales et régions urbaines; souligne qu'il importe de mettre en place des mécanismes destinés à renforcer la sécurité, les capacités et la surveillance dans les refuges existants et d'infliger des sanctions en cas de non-respect; il faut aussi y employer des travailleurs sociaux dûment formés et rémunérés et faire en sorte, par le biais de cours de formation professionnelle et d'autres services, que les femmes hébergées acquièrent les moyens de refaire leur vie, pour elles-mêmes et pour leurs enfants; souligne qu'il importe de tenir secrète la localisation de ces refuges, pour la sécurité des victimes;

Welcomes efforts made at EU and national level to combat violence against women, but stresses that this remains a serious, unresolved problem and urges the Member States to take measures to ensure access to support services aimed at preventing gender-based violence and protecting women from such violence regardless of their legal status, race, age, sexual orientation, ethnic origin or religion; welcomes the resumption of debate on this form of violence, notably via the establishment of a European protection order and the Directive on Human Trafficking; calls on present and future EU presidencies to make further progress; stresses the need for the Council and Commission to accept the agreement reached in the European Parliament on the European protection order so that the Directive can enter into force as soon as possible;
se félicite des efforts déployés aux niveaux européen et nationaux pour lutter contre la violence faite aux femmes mais souligne que ce phénomène reste un problème majeur non résolu; demande instamment aux États membres de prendre des mesures visant à assurer l'accès à des services d'aide chargés d'éviter les violences fondées sur la différence des sexes et de protéger les femmes contre une telle violence, quel que soit le statut juridique, la race, l'âge, l'orientation sexuelle, l'origine ethnique ou la religion; salue la relance du débat portant sur ce type de violences, notamment via la création de l'Ordre de protection européen et la directive contre la traite des êtres humains; invite les présidences successives de l'Union à continuer dans cette voie; souligne la nécessité de l'acceptation par le Conseil et par la Commission de l'accord obtenu au Parlement européen sur l'Ordre de protection européen pour que la directive puisse entrer en vigueur le plus tôt possible;

Underlines the need to provide women in precarious jobs with the option of protection of entitlements such as decent pay, maternity leave, fair and regular working hours and a non-discriminatory working environment, which are crucial for these women; calls on the Member States to penalise the imposition of obstacles to trade union participation and in general encourages the Member States, moreover, to provide low-threshold advisory services for women who cannot receive support from a works council, for example employees in private households; calls on the social partners to improve gender parity in their bodies at all levels;

Demands that specific measures be taken by the Council, the Commission and the EU Member States to improve the position of especially vulnerable groups, such as an independent status for migrant women faced with domestic violence, individualised entitlements to pensions and other benefits for women with no or little labour market participation and a campaign to raise awareness of discrimination against transgender people and improve their access to legal remedies;
demande que des mesures spécifiques soient prises par le Conseil, la Commission et les États membres de l'Union européenne pour améliorer la situation des groupes particulièrement vulnérables, notamment en assurant un statut indépendant aux femmes immigrées confrontées à la violence domestique et un droit individuel à la pension et aux autres prestations pour les femmes qui n'ont pas été actives ou qui ont été peu actives sur le marché du travail, ainsi qu'en menant une campagne pour sensibiliser les citoyens aux discriminations à l'égard des personnes transsexuelles et améliorer leur accès aux voies de droit;

Formally, next year we will have a series of round tables to sort of check in, but, in the meantime, we do have ongoing discussion with communities through our usual processes: the budget consultation process, structures that government talks to on a regular basis such as the provincial Advisory Council on the Status of Women, a youth advisory committee and so on.
