TRADUCTIONS EN CONTEXTE

Following the outbreak of xylella fastidiosa in the Apulia region the Italian authorities had to fully comply with the EU rules on organisms harmful to plants or plant products and against their spread within the EU (Commission Implementing Decision (EU) 2015/789and Council Directive 2000/29/EC).This involved removal of infected plants on its territory immediately after the first confirmation of the presence of xylella fastidiosa.
À la suite de l'apparition de Xylella fastidiosa dans la région des Pouilles, les autorités italiennes étaient tenues de se conformer en tous points aux règles de l'UE sur les organismes nuisibles aux végétaux ou aux produits végétaux et contre leur propagation à l'intérieur de l'UE [décision d'exécution (UE) 2015/789 de la Commission et directive 2000/29/CE du Conseil]. Cette obligation impliquait d'enlever immédiatement les végétaux infectés sur le territoire italien dès la première confirmation de la présence de Xylella fastidiosa.

Following the decision of the European Council on 14 December 2012 (8) to establish a new macro-regional strategy for the Adriatic and Ionian Seas before the end of 2014 and, in order to respect the mandate received, the Commission services would start drawing up a communication and an action plan, which should be approved by the end of the Italian Presidency.
Faisant suite à la décision du Conseil européen du 14 décembre 2012 (8) d'établir une nouvelle stratégie macrorégionale pour la région de l'Adriatique et de la mer Ionienne avant la fin 2014, et afin d'honorer le mandat reçu, il convient que les services de la Commission commencent à élaborer une communication et un plan d'action qui devront être approuvés avant la fin de la présidence italienne.

By letter of 10 November 2005, registered as received by it on 15 November 2005, the Italian authorities asked the Commission to suspend the procedure pending the ruling by the Court of Justice in Case C-475/2003 concerning the compatibility of the Italian regional tax on productive activity (IRAP) with Article 33(1) of the Sixth Council Directive 77/388/EEC of 17 May 1977 on harmonisation of the laws of the Member States relating to turnover taxes — Common system of value added tax: uniform basis of assessment (3).
Par lettre datée du 10 novembre 2005, enregistrée auprès de la Commission le 15 novembre 2005, les autorités italiennes ont demandé à la Commission de suspendre la procédure en attente de l'arrêt de la Cour de justice en l'affaire C-475/2003 concernant la compatibilité de l'impôt régional sur les activités de production (IRAP) avec l'article 33, paragraphe 1, de la sixième directive 77/388/CEE du Conseil, du 17 mai 1977, en matière d'harmonisation des législations des États membres relatives aux taxes sur le chiffre d'affaires — système commun de taxe sur la valeur ajoutée: assiette uniforme (3).

5. Calls on the Commission and Member States to announce the setting up, in parallel with the social dialogue and the civil dialogue, a ‘spatial dialogue’ which would enable regional and local authorities and their associations to take part in negotiations and decision-making relating to policies and measures in the urban sphere, particularly in the framework of cohesion policy and the management of the structural funds; calls in parallel for a high-level meeting to be held before each Spring Summit, in which, as well as the participants in the spatial dialogue, senior political representatives of the Council Presidency, the European Commission, the European Parliament and the Committee of the Regions (representing towns and cities and urban agglomerations) would participate;
5. demande à la Commission et aux États membres de proclamer parallèlement au dialogue social et au dialogue civil "un dialogue territorial" lequel permettra aux différentes autorités tant régionales que locales et leurs associations de participer aux négociations et prises de décisions concernant les politiques et actions du domaine urbain et notamment dans le cadre de la politique de cohésion et de la gestion des fonds structurels; demande en parallèle l'organisation d'une réunion de haut niveau avant chaque Conseil européen de printemps, à laquelle participeraient outre les acteurs du dialogue territorial, de hauts représentants politiques de la présidence du Conseil, de la Commission européenne, du Parlement européen et du Comité des régions (représentant les villes et les agglomérations);

The first meeting of senior officials took place in Brussels on 21 October 2004 and brought the following together: all the states involved with the Northern Dimension, together with all the other Member States of the European Union; the four Northern region organisations, that is to say the Council of Baltic Sea States, the Barents Euro-Arctic Council, the Nordic Council of Ministers and the Arctic Council; the international financial institutions operating in Northern Europe; and representatives of the European Union institutions.

In response to this state of affairs the European Schools' Senior Council has for the 2005-2006 school year expressly forbidden the headteachers of Schools II and III to create new nursery groups in the English, French, German, Italian and Spanish sections and to admit new pupils into categories I or II, which might require a class to be split into two or a support group to be formed.

According to the Italian authorities, such a derogation should be based on the regional exemptions provided for in Article 87(3)(a) or (c) of the Treaty, while the interested third parties call for the application, in addition to the latter, of the "cultural" exemption provided for by Article 87(3)(d) or of a specific derogation that the Commission could propose for adoption by the Council under Article 87(3)(e).
