The aid for sugar beet and cane producers shall be granted in respect of the quantity of quota sugar obtained from sugar beet or cane delivered under contracts concluded in accordance with Article 50 of Regulation (EC) No 1234/2007.

For the purposes of transfers of quotas in Italy, Spain and the French overseas departments under restructuring plans as referred to in the second subparagraph of Article 12(2) of this Regulation, a group of sugar-producing undertakings having technical, economic and structural links and jointly and severally liable for their obligations under Community rules, particularly in respect of beet or cane growers, may be regarded as a sugar-producing undertaking.

Beet production in Portugal, having regard to the fact that this is a new industry, faces persistent difficulties; sugar beet producers need to be encouraged to increase production in view of these difficulties; Portugal should therefore be authorised to grant national aid for beet production over the next five marketing years in respect of the same amount and under the same conditions as for the 2000/2001 marketing year.

Whereas Commission Regulation (EEC) No 2497/69 (3) of 12 December 1969 on the increases and reductions applicable to prices for sugar beet fixed price increases and reductions valid throughout the Community for sugar beet with a sucrose content of more than 14.5 % ; whereas, because of the difference between the industrial value of sugar beet grown in Italy and sugar beet grown in the north of the Community, the price increases and reductions for Italy were fixed at a lower level than those for other areas of the Community;
considérant que le règlement (CEE) nº 2497/69 de la Commission, du 12 décembre 1969, relatif aux bonifications et réfactions applicables aux prix de la betterave (3), a établi lesdites bonifications et réfactions valables dans toute la Communauté pour les betteraves d'une teneur en saccharose supérieure à 14,5 % ; que, en raison de la différence entre la valeur industrielle des betteraves produites en Italie par rapport à celle des betteraves produites dans le nord de la Communauté, les bonifications et réfactions applicables en Italie ont été fixées à un niveau inférieur à celui valable dans les autres régions de la Communauté;
