Recalls that, following the recommendations developed by the Committee of Independent Experts in its 2nd Report of 10 September 1999 and the Commission's White Paper on administrative reform, the Commission drew up a proposal for an Advisory Committee on Standards in Public Life, one of whose tasks would be to provide guidance in advance to public office-holders to help them avoid situations entailing a potential conflict of interests;

On 19 March 2008, a report by the Directorate-General for Health and Consumers, carried out with the assistance of a number of scientific experts, was completed. That report concludes that fishmeal is an easily digested protein source with a digestibility lower than milk but higher than most proteins of plant origin and a good amino acid profile compared with vegetable protein sources actually used in milk replacers and that the feeding of young animals of ruminant species with fish meal could be allowed.
Un rapport de la direction générale de la santé et des consommateurs, rédigé avec le concours de plusieurs experts scientifiques et présenté le 19 mars 2008, concluait que la farine de poisson constitue une source protéique très digeste dont la digestibilité est inférieure au lait mais supérieure à la plupart des protéines d’origine végétale, qu’elle possède un bon profil en acides aminés par rapport aux sources de protéines végétales utilisées dans les aliments d’allaitement et que son utilisation pourrait être autorisée pour l’alimentation des jeunes ruminants.

The justification given in the committee's report would seem to be in line with Recital 6 and with the proposed text of Amendment No 5 by acknowledging that ingredients such as amino acids, fatty acids and herbal extracts are included in food supplements.
