14 (1) Subject to these Regulations, where an annuity or annual allowance becomes payable under these Regulations, it shall be paid in equal monthly instalments commencing on the first day of the month coincident with or immediately following the day on which the recipient becomes entitled thereto and it shall continue to be paid on the first day of each month thereafter until the first day of the month during which the recipient dies and any amount in arrears thereof that remains unpaid at any time after his death shall, in the case of an annuity payable to a contributor who died leaving a widow, be paid in a lump sum as though that amount were a return of contributions to which his widow is entitled under these Regulations, and shall, in any other case, be paid to the recipient’s estate or, if less than $500, as the Treasury Board may direct.

(c) where an annuity or annual allowance to which a recipient is entitled under Part I of the Act in respect of any augmenting service of a person is an annuity or annual allowance the monthly instalments of which would amount to less than $10 each, there may be paid to the recipient upon request by the contributor in writing to the Minister within three months from the time the contributor became so entitled, a lump sum payment equal to the capitalized value of the annuity or annual allowance computed in accordance with the basis set out in the a(f) and a(m) Ultimate Tables together with interest at the rate of four per cent per annum, which lump sum payment shall be in lieu of any other benefit under Part I of the Act in respect of that augmenting service.

(2) Where a recipient is not the owner of or of an undivided interest in all of the holdings described in a statement of program expenditure, the Director may approve the statement of program expenditure if the Minister, on the basis of such information as he may require, is satisfied that the recipient is entitled, in priority to all others, to become the beneficial owner of or of an undivided interest in any holdings described in the statement of program expenditure of which the recipient is not then such beneficial owner.

15 (1) Subject to these Regulations, where an employee in respect of whom a transitional assistance benefit period has been established proves that he was unemployed and not entitled to a retirement pension under the Canada Pension Plan or the Quebec Pension Plan during any week in the transitional assistance benefit period, he is entitled, commencing with the week in which he makes an application for transitional assistance benefits and makes a claim for unemployment insurance benefits, if an unemployment insurance benefit period is then established with respect to him, to be paid transitional assistance benefits in respect of his unemployment during that week.
15 (1) Sous réserve du présent règlement, lorsqu’un employé pour lequel une période d’allocations d’aide de transition a été établie prouve qu’il a été en chômage et qu’il n’a pas le droit de percevoir une pension ou rente de retraite en vertu du Régime de pensions du Canada ou du Régime de rentes du Québec au cours de toute semaine comprise dans la période d’allocations d’aide de transition, il a droit de recevoir, à compter de la semaine au cours de laquelle il a fait une demande d’allocations d’aide de transition et une demande de prestations d’assurance-chômage, si une période de prestations d’assurance-chômage est alors établie à son égard, des allocations d’aide de transition relativement à son chômage durant cette semaine.
