The European Commission is a member of the Australia Group and an observer in the NSG, but has no status in the MTCR and Wassenaar Arrangement although, since the adoption of the Thessaloniki Action Plan, it can participate in the meetings along with the Council Secretariat as part of the EU Presidency delegation.
La Commission européenne est membre du Groupe Australie et elle siège en tant qu’observatrice au NSG mais elle n’a aucun statut dans le MTCR et l’Arrangement de Wassenaar bien que, depuis l’adoption du Plan d’action de Thessalonique, elle puisse participer aux réunions avec le Secrétariat du Conseil, dans le cadre de la délégation de la Présidence de l’UE.

5. Considers, that, although Parliament has previously called for these delegations to be made into Union embassies, bearing in mind that the Union does not have legal personality and with a view to ensuring that the changes take place gradually, the Commission delegations should become Community delegations (the latter having legal personality), so as to build up their legal ties with Parliament and the Council Secretariat while maintaining their position as part of the Commission's establishment plan;
5. propose, bien qu'il ait déjà exprimé antérieurement sa volonté de voir les délégations converties en ambassades de l'Union, étant donné que celle-ci n'a pas encore la personnalité juridique, et pour que les changements se fassent progressivement, que les délégations de la Commission soient transformées en délégations de la Communauté (laquelle jouit de la personnalité juridique en droit international), afin de consolider juridiquement les liens qui les unissent au Parlement européen et au Secrétariat général du Conseil, tout en leur permettant de conserver leur place dans l'organigramme de la Commission;
