Calls on the Commission to allocate increased financial resources to the Agency for the Cooperation of Energy Regulators (ACER), and underlines that it should be authorised to recruit additional staff in order to enable the full and effective implementation of the monitoring of energy markets – to ensure integrity and transparency in energy trading and compliance with the Regulation on Energy Market Integrity and Transparency (REMIT) – as a precondition for the proper functioning of the EU internal energy market; notes that ACER’s competences should be strengthened vis-à-vis the European Network of Transmission System Operators for Electricity (ENTSO-E), the European Network of Transmission System Operators for Gas (ENSTO-G) and other bodies with essential EU functions, to ensure that it can fulfil its tasks specified in the relevant EU legislation and believes that the Agency should engage with associations representing distribution system operators (DSOs), consumer organisations and other civil society groups;
54. invite la Commission à doter l'Agence de coopération des régulateurs de l'énergie (ACER) de moyens financiers renforcés et souligne qu'elle devrait être autorisée à recruter du personnel supplémentaire pour permettre un contrôle complet et efficace des marchés de l'énergie, afin d'assurer l'intégrité et la transparence du commerce de l'énergie et la conformité au règlement concernant l'intégrité et la transparence du marché de l'énergie (REMIT), condition indispensable au bon fonctionnement du marché intérieur de l'énergie de l'Union; note que l'ACER devrait voir ses compétences renforcées par rapport au réseau européen des gestionnaires de réseaux de transport d'électricité (REGRT-E), au réseau européen des gestionnaires de réseau de transport pour le gaz (REGRT pour le gaz) et aux autres organes chargés de fonctions essentielles de l'Union, afin de s'assurer qu'elle puisse remplir les tâches qui sont les siennes précisées dans la législation européenne concernée et estime que l'Agence devrait dialoguer avec des associations représentatives des gestionnaires de réseau de distribution (GRD), des organisations de consommateurs et d'autres organisations de la société civile;

As Mr Barrot has just mentioned, it was at a meeting of the International Maritime Organisation that the Italian Presidency of the EU stated, on behalf of the 15 Member States, that the latter would not authorise their tankers to make use of this exemption from Regulation 13H. According to the Commission, it was therefore appropriate to amend the 2002 regulation by doing away with the last exemption to Regulation 13H and, therefore, to ban the carriage of heavy grades of oil in single-hull oil tankers flying the flag of a Member State, whatever the jurisdiction applicable to the ports, offshore terminals or maritime area in which these tankers operate.
M. le commissaire Jacques Barrot vient de l’évoquer: lors d’une réunion au sein de l’Organisation maritime internationale, la Présidence italienne de l’Union avait déclaré, au nom des quinze États membres, que ceux-ci n’autoriseraient pas leurs navires-citernes à avoir recours à cette exemption à la règle 13 H. Selon la Commission, il convenait donc d’adapter le règlement de 2002 en supprimant la dernière exemption à la règle 13 H et, partant, d’interdire le transport des produits pétroliers lourds dans des pétroliers à simple coque battant pavillon d’un État membre, quelle que soit la juridiction dont relèvent les ports, les terminaux en mer ou la zone maritime où ces pétroliers opèrent.

In this connection, I should like to mention the IDKU gas terminal, an example of international cooperation between British Gas, Petronas, Gaz de France and Egyptian gas sector operators.
A cet égard, je voudrais mentionner le projet de terminal gazier IDKU, un exemple de coopération internationale réunissant British Gas, Petronas, Gaz de France et des opérateurs égyptiens du secteur.
