It is clear from paragraph 1 of the first group of eligibility criteria contained in the vacancy notice that, according to Article 98 of the Staff Regulations, candidates must be officials of the General Secretariat of the Council of the European Union, of the Commission or of the EEAS, or temporary staff to whom Article 2(e) of the CEOS applies, that is to say, staff seconded from the national diplomatic services of the Member States engaged in order to occupy temporarily a permanent post within the EEAS, or staff from the national diplomatic services of the Member States.

For the purposes of Article 29(1)(a) [of the Staff Regulations], when filling a vacant post in the EEAS, the Appointing Authority shall consider the applications of officials of the General Secretariat of the Council [of the European Union], the [European] Commission and the EEAS, of temporary staff to whom Article 2(e) of the Conditions of Employment of Other Servants [of the European Union] applies and of staff from national diplomatic services of the Member States without giving priority to any of those categories.

Is concerned about the misleading presentation of staff savings with regard to the Commission's establishment plan; notes that 13 contract agents and two posts are freed in Commission's direct services but are added to the EACEA establishment plan; notes that as all executive agencies are part of the Commission's administration, no removal from the Commission's budget, as presented, can be detected; is aware that staff employed within executive agencies are paid entirely by operational funds;

(6a) To enable the Commission (Eurostat) to fulfil its extended supervisory duties responsibly, an increase in qualified staff in the relevant departments is needed. The additional outlay for staff and costs should be covered by budget and staff transfers within the Commission.

Is deeply concerned about the fact that, in general, the Commission's outsourcing tendencies, together with the conversion of posts into appropriations for contract agents, have led to a situation where an increasing number of staff employed by the EU are neither visible in the institutions' establishment plans as adopted by the budgetary authority nor paid under heading 5; is therefore of the opinion that changes in Commission staff numbers should be considered on the basis of not only establishment plan posts but also other staff, including executive and decentralised agency staff where the tasks of those staff have been transferred from the Commission; considers that, although it generates savings on pay, the conversion of establishment plan posts into external staff is likely to have an impact on the quality and independence of the European civil service;

Welcomes the principle of the redeployment of staff according to political priorities but considers that the rate of redeployment should be more ambitious than 1%; recalls that this redeployment must take full account of the priorities identified by Parliament; expects the Commission to take the opportunity of the ongoing screening exercise to make a significant shift in the prioritisation of staff allocation and the proportion of overhead; will assess the level of Commission staff needs in the global context of heading 5 during the annual budgetary procedure; notes the Commission's proposed redeployment of 565 staff, with 287 redeployed between departments and 278 redeployed within departments; requests the Commission to supply more detailed information in the PDB regarding the redeployment of staff so that Parliament has the necessary information to assess whether the 1% target is an appropriate target; considers that the creation of a central redeployment pool should be in line with the principle of administrative simplification, and better delivery of programmes and actions while avoiding unnecessary administrative burdens;
47. se félicite du principe de redéploiement du personnel en fonction des priorités politiques, mais considère que le taux de redéploiement (1 % seulement) devrait être plus ambitieux; rappelle que le redéploiement doit tenir pleinement compte des priorités définies par le Parlement; espère que la Commission saisira l'opportunité de l'exercice d'évaluation en cours pour déplacer sensiblement les priorités concernant les affectations en personnel et la proportion des frais généraux; évaluera les effectifs de la Commission nécessaires dans le contexte global de la rubrique 5 au cours de la procédure budgétaire annuelle; prend note du redéploiement, proposé par la Commission, de 565 personnes, à savoir 287 entre services différents et 278 au sein des mêmes services; demande à la Commission de fournir davantage de détails, dans l'avant-projet de budget, sur le redéploiement des effectifs afin que le Parlement puisse déterminer si l'objectif de 1 % est approprié; considère que la création d'un pool central de redéploiement doit être conforme aux principes de simplification administrative et de meilleure organisation des programmes et des actions, tout en évitant les charges administratives superflues;
