A. whereas the situation of NGOs in Egypt is alarming; whereas the establishment of a committee to review civil institutions and NGOs, with the aim of tightening legal control over foreign funding of civil society organisations and political foundations, was announced in October 2011 and a request was subsequently made to the Central Bank to monitor all bank transfers to and from NGOs; whereas the offices of 10 foreign-funded organisations were searched and those organisations were investigated and then banned by the Supreme Council of the Armed Forces (SCAF) on 29 December 2011; whereas on 5 February 2012 Egypt's military-led government announced that it was putting 19 American citizens and 24 others on trial as part of a criminal investigation into the foreign financing of non-profit-making organisations active in Egypt; whereas Egyptian judges are investigating alleged illegal foreign financing of pro-democracy NGOs and political foundations, and whereas 44 defendants, including 19 Americans, 14 Egyptians, five Serbs, two Germans, two Lebanese, one Jordanian and one Palestinian, have had their cases referred to the Cairo Criminal Court and ordered not to leave the country;

Such is the aim of this Communication which, in the run up to the Spring 2003 European Council, is closely linked to the Commission's recent Communication on increasing European research to 3% of EU GDP by 2010, [6], and the views the Commission will shortly be putting forward on the role of universities in a knowledge-based Europe. This role of universities is central in view of their dual research and teaching function and the growing position they occupy in the innovation process.

As for lending activities outside the Community, a decision adopted in 1997 requires the Commission to inform the Council and Parliament on an annual and a six-monthly basis of the situation regarding EIB loans guaranteed by the Community budget in central and eastern Europe, in the Mediterranean countries, in the Latin American and Asian countries and in South Africa. [3]
2. Multilateral cooperation will thus be strengthened by the launch of new negotiations on bilateral Free Trade Agreements with ASEAN, Korea, India, the Andean and Central American countries, as well as by the continuation of talks with Mercosur and the Gulf Cooperation Council.
La coopération multilatérale sera donc renforcée via le lancement de nouvelles négociations d'accords de libre-échange avec l'ASEAN, la Corée, l'Inde, les pays andins et ceux d'Amérique centrale. La poursuite des pourparlers avec le Mercosur et le Conseil de coopération du Golfe vise également au renforcement de cette coopération multilatérale.
