3 (1) For the purposes of paragraph 169.31(1)(b) of the Act, a term constitutes an operational term when it sets out an obligation of recovery that the railway company must comply with if it fails to comply with an operational term that deals with a matter referred to in any of paragraphs 2(2)(a) to (g) or any other operational term referred to in subsection 2(1).

1. For the purposes of this Regulation a product shall be regarded as bearing terms referring to the organic production method where, in the labelling, advertising material or commercial documents, such a product, its ingredients or feed materials are described in terms suggesting to the purchaser that the product, its ingredients or feed materials have been obtained in accordance with the rules laid down in this Regulation.

We also would note that when the expert panel on water was considering the issue of the adequacy of resourcing for first nation water and waste water systems and was in fact instructed by the minister not to consider the matter of funding in their terms of reference, the expert panel persisted in its report to discuss that the Government of Canada must place a priority on adequately resourcing water and waste water systems on-reserve in order for adequate services to be provided.
Nous voulons aussi faire remarquer que lorsque le groupe d'experts sur l'eau s'est penché sur la question de la suffisance des ressources pour les systèmes d'aqueduc et d'égout des Autochtones et a reçu comme directive ministérielle de ne pas tenir compte du financement dans les paramètres de son étude, il a tout de même précisé dans son rapport que le gouvernement devrait s'employer en priorité à injecter les ressources suffisantes pour les systèmes d'aqueduc et d'égout sur les réserves afin que des services adéquats puissent être offerts.
