Mr. Speaker, pursuant to Standing Order 34(1) I have the honour to present to the House, in both official languages, the report of the Canadian delegation of the Commonwealth Parliamentary Association respecting three reports: first, the bilateral visit to the Caribbean, the Americas and the Atlantic Region Republic of Trinidad and Tobago; second, its participation at the parliamentary seminar for the Republic of Trinidad and Tobago; and third, its participation at the 35th Commonwealth Parliamentary Association Regional Conference of the Caribbean and the Americas and the Atlantic.

Mr. Speaker, pursuant to Standing Order 34(1), I have the honour to present to the House, in both official languages, two reports: first, the report of the Canadian NATO Parliamentary Association respecting its participation at the visit of the Defence and Security Committee, held in Washington, D.C. and Florida, United States of America, from January 25 to 29, 2010; and second, the report of the Canadian NATO Parliamentary Association respecting its participation at the joint meeting of the Defence and Security, Economics and Security, and Political Committees, held in Brussels, Belgium, from February 14 to 16, 2010, and the annual Economics and Security Committee consultation with the OECD, held in Paris, France on February 17 and 18, 2010.

Mr President, we also wish to expand on the arrangements for the association agreements – in which we must have faith and believe – with the Mercosur Customs Union, with the Andean Community and with Central America, so that they can b concluded as quickly as possible, and especially within this parliamentary term, to allow the House to issue its mandatory consent.
Monsieur le Président, nous souhaitons également développer le sujet des arrangements relatifs aux accords d’association - dans lesquels nous devons avoir foi - avec l’union douanière du Mercosur, la Communauté andine et l’Amérique centrale, de manière à pouvoir les conclure aussi rapidement que possible, et surtout sous cette législature parlementaire, de manière à permettre à cette Assemblée de donner son indispensable assentiment.

– (FR) Mr President, Commissioner, I will join with those who have expressed their congratulations and thanks in this House. Allow me, though, also – on the subject of the Association Agreements that we are discussing today – to point out a more general desire voiced by the European Parliament to achieve stronger, more voluntarist and more incisive agreements between the different stakeholders of the European Union and the Andean Community or the countries of Central America.
- Monsieur le Président, Monsieur le Commissaire, je vais m’associer aux félicitations et remerciements qui ont été prononcés dans cette Assemblée, mais vous me permettrez aussi, par rapport aux accords d’association dont il est aujourd’hui question, de relever un souhait plus général exprimé dans le Parlement européen d’aboutir à des accords plus volontaristes, plus incisifs et plus vigoureux entre les différentes parties prenantes de l’Union européenne et de la Communauté andine ou des pays d’Amérique centrale.

I should like to remind you of Mr Salafranca’s own report supported by the whole House. It provided an opportunity to adopt the broadest of approaches to the strategic association between Latin America and Europe, and to take determined action. Unfortunately, this did not come about.
À titre d’exemple, commençons par le rapport que M. Salafranca lui-même a rédigé, que nous soutenons tous au sein de ce Parlement et qui offrait une opportunité unique d’envisager l’association stratégique entre l’Amérique latine et l’Europe sous de grandes perspectives et avec énormément d’emphase, ce qui n’a pas été fait.

The European Community must also present, through the Commission, guidelines for negotiation, for new agreements with the Andean Community and Central America which, in the opinion of this House, must provide – I am not saying at this moment – the prospect of a partnership, as the President of the European Parliament has said in a recent letter to the President of the Commission; and also an ambitious Commission programme which includes a whole series of initiatives which, although they do not imply a single euro more, are very important in relation to the creation of this bi-regional association.
L'Union européenne dispose également de plusieurs négociations avec le Mercosur, qui doivent également recevoir un nouvel élan car c'est dans des moments de crise que ce type d'accord peut s'avérer le plus nécessaire, ainsi que d'une série de directives d'association présentées par la Commission et visant à de nouveaux accords avec la Communauté andine et l'Amérique centrale et qui, de l'avis de ce Parlement, doivent déboucher - peut-être pas en ce moment même - sur une perspective d'association, comme l'a déclaré le président du Parlement européen dans une lettre récemment envoyée au président de la Commission. Enfin, elle se rend à ce sommet dotée d'un programme ambitieux de la Commission qui inclut toute une série d'initiatives, qui n'impliquent aucun euro de plus mais qui sont très importantes pour la constitution de cette association birégionale.
