Strongly condemns the attack on the Bardo Museum in Tunis on 18 March 2015, for which the Islamic State has claimed responsibility; is concerned about the enrolment capacity of terrorist networks in a country run by a national unity government involving the moderate Islamic party Ennahda; is also concerned about Tunisia's porous borders with Libya, which are used notably for drug and arms trafficking, and welcomes the latest cooperation between Tunisia and the EU and its Member States in this regard; remains worried by the huge influx of Libyan refugees into Tunisia, which is putting great pressure on the country’s stability, and welcomes their reception by Tunisia, which now has more than a million Libyan refugees; stresses the importance for the EU and for Tunisia of pursuing and strengthening their security cooperation, in particular by establishing joint security programmes; considers that it is vital for the Tunisian issue to be given more support, by making specific commitments including from an economic and investment point of view, in order to support the fragile democratic transition, mindful that it is in the interest of the entire region and of the EU that the Tunisian experiment succeeds; urges the Commission to underline the importance of democratisation and to send a symbolic message after the Arab uprisings by organising an EU-MENA summit in Tunis;

whereas it has become obvious that no military solution is possible in Afghanistan, and whereas the US has stated that it will start to withdraw its troops from Afghanistan in summer 2011, other countries have either already withdrawn or are making plans to do so, and others still have not indicated an intention to withdraw; whereas, however, the withdrawal of the military has to be a gradual and coordinated process in the framework of a political project that guarantees a smooth transition of responsibility to the Afghan security forces,

On 16 November 2005, the Council agreed on the Joint Declaration ‘Committing to a new EU Afghan Partnership’ which stated the commitment of the European Union (EU) and the Government of the Islamic Republic of Afghanistan (the Government of Afghanistan) ‘to a secure, stable, free, prosperous and democratic Afghanistan as laid out in the Afghan Constitution adopted on 4 January 2004 (14 Dalwa 1383).

The joint action establishes an airport transit visa (ATV), i.e. the authorisation to which nationals of certain third countries are subject (at 1.8.1996: Afghanistan, Ethiopia, Eritrea, Ghana, Irak, Iran, Nigeria, Somalia, Sri Lanka, Democratic Republic of the Congo (ex-Zaïre), as an exception to the principle of free transit laid down in Annex 9 to the Chicago Convention on International Civil Aviation, for transit through the international areas of the airports of Member States.
