This Regulation lays down a financial envelope of EUR 3 456,655 million in current prices, which amounts to 0,318 % of the total amount of commitment appropriations referred to in Council Regulation (EU, Euratom) No 1311/2013 , for the entire duration of the LIFE Programme which is to constitute the prime reference amount, within the meaning of Point 17 of the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, cooperation in budgetary matters and on sound financial management , for the European Parliament and the Council during the annual budgetary procedure.
Le présent règlement établitl'enveloppe financière de 3 456 655 000 EUR à prix courants, qui équivaut à 0,318 % du total des crédits d'engagement visés dans le règlement (UE, Euratom) no 1311/2013 du Conseil , pourla durée totale du programme LIFE qui constitue le montant de référence privilégiée, au sens du point 17 de l'accord interinstitutionnel du 2 décembre 2013 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire, la coopération en matière budgétaire et la bonne gestion financière , pour le Parlement européen et le Conseil au cours de la procédure budgétaire annuelle.

1. The amounts given in the Commission decisions adopting rural development programmes, the amounts of commitments and payments by the Commission and the amounts of expenditure attested or certified and amounts in declarations of expenditure by the Member States shall be expressed and paid in euro.

The total amount of commitment appropriations for Community support for rural development for the period from 1 January 2007 to 31 December 2013 under Regulation (EC) No 1698/2005, its annual breakdown and the minimum amount to be concentrated in regions eligible under the Convergence Objective defined in Article 2(j) of that Regulation are set out in the Annex to this Decision.
Le montant total des crédits d’engagement du soutien communautaire au développement rural pour la période allant du 1er janvier 2007 au 31 décembre 2013 au titre du règlement (CE) no 1698/2005, sa ventilation annuelle, ainsi que le montant minimal à affecter aux régions pouvant bénéficier de l'objectif «convergence» défini à l’article 2, point j), dudit règlement, sont fixés à l’annexe de la présente décision.

"conversion factor" means the ratio of the currently undrawn amount of a commitment that will be drawn and outstanding at default to the currently undrawn amount of the commitment, the extent of the commitment shall be determined by the advised limit, unless the unadvised limit is higher;

This same value of M shall also be used for undrawn amounts under a committed purchase facility provided the facility contains effective covenants, early amortisation triggers, or other features that protect the purchasing credit institution against a significant deterioration in the quality of the future receivables it is required to purchase over the facility's term.

9. The exposure value for the following items shall be calculated as the committed but undrawn amount multiplied by a conversion factor.

The originator credit institution shall also be considered to have a pro rata exposure to the undrawn amounts of the credit lines, the drawn amounts of which have been sold into the securitisation, in an amount equal to that described in point 70(b).
